Matt Kenseth sat down before dozens of reporters on Friday like a man in the middle of a difficult divorce.

In light of his ballyhooed move to leave Roush Fenway Racing at the end of this season, the NASCAR Sprint Cup driver was asked if this was something he had agonized over.

''You mean coming in here this morning?'' he cracked. ''Yeah.''

Far from a spotlight-seeker, Kenseth nonetheless has provided the biggest buzz of this weekend's NASCAR races at Kentucky Speedway after his controversial break with the team he has driven for the last 15 years.

Team owner Jack Roush also spoke about the news that broke on Tuesday. He said he was as surprised as anyone to find out that Kenseth, who has won two Daytona 500s for Roush including this year's, was leaving.

Roush swore that he and his longtime driver would remain friends. But then he added, ''I have not lost respect for Matt and I hope he hasn't for me. Now, I won't have the same sense of wishing for his success on the racetrack next year that I will this year. So, from that point of view, he'll be moving to the dark side.''

He was sort of kidding about the dark side. But it was hard to tell.

Kenseth and Roush both looked uncomfortable talking about their high-profile split. Both would prefer to talk about cars than contracts.

Roush conceded that had he been more attuned to personnel decisions he might have been able to head off the entire controversy.

''If I had been as vigilant and as diligent and as interested in that side of the business as I am in finding why a fuel pump broke or why a connecting-rod bearing failed or how we can get an extra pound of downforce, if I had taken care of the business side as hard as I try to take care of the technical side, I might have been able to stop that,'' he said.

Kenseth has not revealed where he'll drive next year, although speculation points to Joe Gibbs Racing.

He acknowledged in cloudy terms that deliberations about his future with Roush Fenway had been weighing on him.

''Getting to this point in the season it was definitely somewhat stressful not knowing 100 percent what I was going to do,'' he said. ''It all ended up I guess coming together pretty quickly. I really felt and feel like it is absolutely the right thing to do and the right place for me next year and for my future as well. It is kind of hard to explain but a lot of things pointed and pulled me in that direction. A lot of things happened or didn't happen that led to that.''

He added that he wanted nothing more than to announce where he was going in 2013 to end all the questions.

''That ball is not in my court, unfortunately,'' he said. ''We are trying to get that done as soon as possible just so it is out there and we can go on. Everybody kind of has their ideas and half the story is out there but hopefully we can get it out there and go on.''

Kenseth and Roush Fenway have been one of the sport's top teams. The 40-year-old from Cambridge, Wis., leads the NASCAR Sprint Cup Series standings this year, having already won the title in 2003. He has visited Victory Lane 22 times, has 121 top-five finishes and has been in the top 10 220 times in 452 career starts - all with Roush Fenway.

Roush reiterated that Ricky Stenhouse Jr. would be promoted to take Kenseth's seat and that Trevor Bayne's role would also be expanded. He said Stenhouse would most likely race under the same No. 17 that Kenseth had. He added that the team's flagship No. 6 probably won't come out of mothballs unless a sponsor demands it.

There was remorse on both sides.

''I've enjoyed the 15 years with Matt and the success that he's had and the growth that's occurred with the team through his time as a driver,'' Roush said. ''He's a cornerstone of what we do. His DNA is all over the things that we're known for, and our success.''

Kenseth sounded almost wistful about the separation as well. He said everyone on the Roush Fenway team would try to focus on the job at hand, winning races.

''For the rest of the season it is only a distraction if we let it (be one),'' he said. ''It is totally up to me and the race team with how we handle this going forward. This is the toughest weekend and after that I think things will settle down a little bit and we will be just fine for the rest of the year.''

Boxer, Cummings introduce ?Prostate Cancer Detection Research ...

According to a media release on the web site of Senator Barbara Boxer (D, CA), the senator, in conjunction with Representative Elijah Cummings, has introduced legislation in the U.S. Congress to be known as the ?Prostate Cancer Detection Research and Education Act.? This legislation is intended to improve research and detection of prostate cancer. It would also? support ?a national campaign to raise awareness about the need for prostate cancer screening.?

We should immediately be clear about a number of factors related to the introduction of this piece of legislation:

• It is highly unlikely to ?go anywhere? during this election year, but it does represent a stake in the ground regarding additional monies for research and awareness about risks related to prostate cancer.
• The legislation includes about $180 million for application to research and awareness initiatives. However, there is some diversity of opinion across the prostate cancer community about the details in the proposed legislation.
• The ?New? Prostate Cancer InfoLink and Prostate Cancer International are all in favor of additional funds that will help to improve the quality of research into new ways to diagnose prostate cancer and educate physicians and patients about the importance of accuracy in diagnosis of clinically significant prostate cancer.
• The ?New? Prostate Cancer InfoLink has neither publicly supported nor disagreed with this piece of legislation. However, we do believe that it ?needs work? if it is ever to become law.

As yet the full text of this legislation is still to be made available on the Thomas web site, and no bill code has been assigned to this legislation in the Senate or the House of Representatives.

Welsh want more energy devolution and better project delivery

The Welsh government has been urged to ensure it makes the most of the 'huge potential' renewable energy has for Wales

Leading a call for the energy sector to become an economic driver for Wales, the National Assembly Environment and Sustainability Committee says a renewable energy delivery board is needed to co-ordinate energy developments. Initiatives could include a one-stop shop for advice to businesses and community groups to help them navigate the renewable energy planning/consenting processes.

The Committee also urges the Welsh Government to pursue the further devolution of energy consenting and financial incentive powers and to ensure that the incentives process for marine wave and tidal projects in Wales is on a par with that which already exists in Scotland.

"The energy sector in Wales has an important contribution to make in meeting EU targets for renewable energy generation, helping to reduce greenhouse gas emissions and boosting the economy," said the Committee Chair, Lord Elis-Thomas.

He also said it was vital that people across Wales benefit from the huge potential of renewable energy, both onshore and offshore, adding that the energy effect on communities and the environment will need to be carefully managed.

The Committee report includes over 70 recommendations and leaves virtually no stone unturned. On planning, for example, it states: "The Welsh Government should pilot the introduction of a system that better integrates the planning and environmental permitting systems in Wales before the full introduction of a new system in April 2013. Such a system should be flexible enough to allow for some choice of which permitting route is the most suitable for each project."

On Electricity Market Reform (EMR) it calls for the UK Government's EMR measures to be implemented with greater transparency and speed and to ensure that stability is achieved in the longer term by confirmation of the changes to the Renewable Obligation Certificate regime beyond 2017 as soon as possible.

Selena Gomez Says New Album Won't Be Justin Bieber 'Tell-All'

Selena Gomez is readying work on her brand-new music. She recently shared she wanted to work with a whole bevy of artists ranging from New York rockers Fun. to Nashville princess Taylor Swift, but don't expect her to get another world-famous pop star on the album.

And, don't even expect her to sing about him, either. "It's not going to be necessarily, 'Here's my tell-all,' " Gomez explained to E! News about the possibility of her getting personal about her relationship with Justin Bieber on the record. "It's going to be more of something that people could say, 'It could be that or it could be this or it could be that.' At the end of the day, I only make my music because I want it [to] be really fun, and if I could have people dance to it, relate to it, have a good time, that's all I want."

Having already met with producers to begin talks about this whole new set of music, her follow-up to 2011's When the Sun Goes Down, she wants to grow. She's met with the likes of Toby Gad and Rock Mafia. "I think this is going to be the biggest one for me personally. I want to be able to write about things I've never talked about before and tell a story with this album, because I've never actually had time to go in and do that," she said. "I've never worked on a song for more than two days."

In an interview with MTV News, Gomez shared that she wanted to get into the studio by year's end and confirmed she hoped to try out a whole new set of sounds on it. "Very different! I want to go for producers that probably wouldn't want me to do their songs," she said. "I just want to knock on their door. I also want to work with Fun. I want to work with just different styles of music."

Gomez has yet to announce a release date, but the album is expected to drop in 2013.

SONOMA, Calif. (AP) ? Clint Bowyer knew he could get to Victory Lane this season, his first with Michael Waltrip Racing.

He just didn't think it would be on a road course.

Bowyer picked up his first win with his new team Sunday by holding off Kurt Busch on the winding 1.99-mile road course at Sonoma. Although Bowyer finished fourth three previous times on this road course, his background is on dirt tracks and this style of racing isn't his strong suit.

So the irony of winning Sunday wasn't lost on Bowyer.

"To have this dirt boy from Kansas at Victory Lane on a road course is big, trust me," Bowyer said. "I saw Jeff Gordon, he's sitting there on the wall, he's won this race many times, he's a champion of this sport and I just beat him. I passed Jeff Gordon, and you have no idea, a young racer from Kansas, you don't forget stuff like that."

Bowyer dominated by leading 71 of the 112 laps. Defending race winner Busch, in an unsponsored car, was all over the bumper of Bowyer's Toyota late and got a final shot at taking the win away when caution flew with four laps remaining.

Only Busch damaged his car with roughly eight laps to go, and he worried the entire caution period whether his Chevrolet was ruined and had no chance of catching Bowyer through the two-lap overtime sprint to the finish.

Bowyer raced side-by-side with Busch at the green flag, then cleared Busch and pulled away for the win.

"Kurt raced me clean, he bumped me and roughed me up, but never did anything to jeopardize either one of us," Bowyer said.

Bowyer, who left Richard Childress Racing at the end of last season to join MWR, had to walk to Victory Lane to celebrate with his new crew after his car ran out of gas.

"I'm super excited for everybody involved," Bowyer said. "To switch teams like I did was a huge risk and a chance for me, and it was a chance to showcase my talents.

"I've had good teammates and good stuff before, but never like this. This is a young group, Michael stuck it out and I'm telling you, he's fixing to reap the benefits. He's worked hard."

It was a strong day all-around for MWR, which got a fourth-place finish from Brian Vickers, who was back to NASCAR after racing last weekend at Le Mans. Martin Truex Jr. led 15 laps, and was running in the top 10 until a late-race incident dropped him to 22nd.

"Everybody is just working together," Bowyer said. "That's something we are very proud of."

Tony Stewart passed Busch on the final lap to claim second, but said it was because Busch's car was struggling.

"Every time he would go in the corner, the rear end would shift, and it was running him to the outside of the track on entry and it was screwing his corner up," Stewart said. "Kind of got it by default there to a certain degree. Once we got by there, we just were not close enough in that last lap to get to Clint."

Busch wound up third. He was emotional after ? Busch missed Pocono earlier this month because he was suspended by NASCAR for verbally abusing a media member ? and said he was thrilled to compete for the win in an underfunded, unsponsored Phoenix Racing car.

"It's an amazing day, when you can do what we did," Busch said. "I'm a little choked up because A: We were in position. B: I was very considerate to Bowyer, who was going for his first win with the new team. And then C: which is most important, I made a mistake, I got into those tires in turn 11."

Busch, who has struggled with his temper on and off the track, saw a silver lining in his strong finish.

"If I can get my head on straight here, and after the race, then I could be able to race every weekend and go for victories," Busch said.

Vickers was fourth for MWR, followed by Hendrick Motorsports teammates Jimmie Johnson and Jeff Gordon.

Greg Biffle was seventh, followed by pole-sitter Marcos Ambrose, AJ Allmendinger and Joey Logano.

Most everyone believed the race would be a runaway win for either Ambrose or Gordon, but neither really contended.

Ambrose led the first 11 laps before plummeting through the field, and said the setup on his Richard Petty Motorsports Ford was just off.

"We really missed it," he said. "We missed it bad, and we did good to recover and get a top-10 out of it. We will take it and move on. We got the pole and had a lot of speed; we just missed it for the race.

"We were slow. It was just terrible. We had no speed in the car and we paid the price."

Gordon led one time for 13 laps before running out of gas as he was headed in for a scheduled pit stop.

There were only two cautions ? the fewest in track history for the Sprint Cup Series ? and so the race never shaped into the demolition derby most expected. Recent races on the 1.99-mile course had brought out road rage from drivers impatient to gain track position at a place with few passing zones.

It was never an issue on Sunday, though.

"I was happy about it," Stewart said. "Not having all of those cautions made it fun because you could actually race guys one-on-one a lot today versus, you know, having to worry about getting those big packs and big groups and having to worry about whether you're going to get run over or not."

Dale Earnhardt Jr., who ended his four-year losing streak last week at Michigan, failed to meet his goal of grabbing his first career top-10 at Sonoma. He was 15th on the final restart, but was stacked in traffic and spun, dropping him to 23rd.

"We had a good car, we've had better cars here, and we struggled all weekend," he said. "We hung around and were going to finish in the top-15, and on green-white-checkered, there are going to be some victims."

Oil, Corruption And a 26-Year Regime: Uganda's Museveni Clings To Power After Wearing Out His Welcome

Kampala -- A year after winning a disputed presidential election, Yoweri Museveni, who has ruled Uganda for 26 years after wresting power as a guerrilla fighter, is facing his biggest challenge ever.

That challenge is a wave of mass protests that began last April when Ugandans, led by opposition leader and three-time presidential candidate Kizza Bisigye, took to the streets to protest swelling commodity prices, soaring unemployment and allegations that Museveni is a corrupt leader.

These complaints represent a sharp turnaround for Museveni, who was hailed as a reformer when he came to power in 1986 and was supported by the United States and other Western countries. At the time, he was lauded as a man who could oversee political liberalization and economic growth. But while Uganda has had many years of growth under Museveni, recently the economy has steadily worsened. Inflation was a staggering 18.6 percent in May, although it fell from 20 percent in the previous month. By comparison, inflation in the U.S. was just 1.7 percent that month.

And while the economy is still growing at a relatively fast clip, the pace is slowing: in fiscal year 2011, Uganda's GDP grew 6.7 percent. But in the current fiscal year, ending in June, GDP growth is expected to have slowed considerably to about 3.2 percent.

Still, Uganda's economy has a lot going for it. A landlocked country in East Africa, home to 34.5 million people, Uganda is rich in natural resources and mineral deposits. And early in 2010, 2.5 billion barrels of crude oil were discovered here.

In years past Museveni would have been given plenty of credit for keeping the country's economy doing as well as it is, despite the downdrafts. But his black marks are adding up so quickly that these days he gets much more blame than accolades.

He has been accused of corruption, particularly over campaign financing and secretive oil contracts; in October, Uganda's parliament suspended all new deals in the oil sector after claims emerged that UK-based Tullow Oil paid multi-million dollar bribes to government ministers in order to influence decisions.

And the Ugandan president has been charged with nepotism.His wife, Janet Museveni, was given a cabinet position as minister. His son, Muhoozi Kainerugaba, is a lieutenant colonel in the army, known as the Uganda People's Defense Force or UPDF, and commander of the Special Forces Group, which is responsible for the protection of the president.

"The point is that the protests would be completely ineffective if they were not popular. What makes them popular is that people have actual grievances that have made them have made them turn out in large numbers," Bisigye told journalists.

Museveni responded by threatening to eat the opposition "like samosas," a reference to the Indian food popular in a country where Indians are numerous. He's followed through on that promise by unleashing his police forces onto protesters, resulting in often violent confrontations that have left dozens dead and hundreds injured.

Despite this crackdown, the opposition isn't letting up; hardly a day passes here without the dispersing or arresting of protesters in Kampala. Uganda's Martyrs Day celebrations, held on June 3 of every year to commemorate a group of executed Christians, saw scores of opposition youth violently arrested after attempting to distribute anti-government stickers during the religious festival in Namugongo, a suburb of the Ugandan capital.

Those arrests came after an incident in which women demonstrators were arrested after stripping to their bras, a radical act in this conservative country, in protest against the alleged sexual assault by Museveni's police force on a high-profile female opposition politician, Ingrid Turinawe. The head of the Women's League of the Forum for Democratic Change, or FDC, was attacked in April, according to accusers.

Now, police brutality and Museveni's decision to use force to control his opposition are fueling his fall from grace. Ugandans just want to see him gone, a notion supported by an April opinion poll by the firm Research World International; 56 percent said they wanted Museveni to resign.

"Within the National Resistance Movement [Museveni's party] people have outgrown the personality of Museveni," Ugandan pollster Patrick Wakida said. "They think that they can live without him. This is very interesting because now Museveni is less popular than his party."

Fantasy Baseball: Catch Dickeymania!

He?s been R.A. Diculous. We?ve been overtaken with Dickeysanity. Bow down to the Dicktator.

The nation has quickly gotten to know, and fallen in love with, R.A. Dickey since his rapid ascension among major league starting pitchers. He?s been a big part of the feelgood Mets, who are remarkably still in contention. Most important of all, he's rewarded his fantasy owners with 11 wins, a 2.00 ERA, a 0.89 WHIP and 103 strikeouts. Those are good enough numbers to make him, according to ESPN's player rater, the most valuable pitcher in all of fantasy baseball thus far.

As crazy as it sounds, what if he isn?t getting enough credit for all of this? At this point, I?m sure almost everyone believes that Dickey?s newfound abilities are ?for real.? Most are saying he?ll be a top-20 starting pitcher option from this point forward, but is that high enough? I say no.

Let?s look at the stats, first. I?ve written quite a few words in this space over the past several weeks on the remarkable increase in Dickey?s strikeout rate, which is now even higher ? all the way up to 9.36 per nine innings. His walk rate is at 1.91. He is second only to Stephen Strasburg in swinging strike rate. Those are all good signs.

I?m not going to pretend that he hasn?t gotten a little lucky at the same time. An 83.8% strand rate coupled with a .246 BABIP is an unlucky set of numbers to hold steady. But even with a regression in those categories, he will still be elite. If I can?t convince you, maybe his 2.55 SIERA will. That estimates his ERA through his walk rate, strikeout rate and ground ball rate, eliminating the effects of park, defense and luck.
Here?s what this all adds up to: R.A. Dickey is a top-five fantasy pitcher for the rest of the way. I put him behind Justin Verlander, Clayton Kershaw, Cliff Lee and Matt Cain. That?s it. He is in some pretty elite company now; and he?s ahead of some elite company as well.

I would trade David Price for R.A. Dickey. I would trade Strasburg for R.A. Dickey. I would trade King Felix or Jered Weaver for R.A. Dickey. That?s how serious I am about this guy. The closest for me was Cole Hamels, but when the offer is on the table I?d deal him for Dickey too.

Here?s my thinking. As I stated earlier, I see no reason for Dickey?s performance to change noticeably. I often speak of selling high and buying low, but (as I wrote about Tim Lincecum at the very beginning of the season) there are times when skills change. That has happened with Dickey, which means it?s one of the times in fantasy when we need to dramatically alter our opinion of him.

But Dickey has one more secret weapon over every other pitcher in baseball: health. We don?t have a boatload of evidence to rely upon for knuckleballers, and I?m certainly not a doctor, but if I?m going to bank on one pitcher staying healthy for the rest of the year it?s going to be Dickey. I?ll take the strain of a 77-mph knuckleball over a 94-mph fastball any day of the week. For me, that?s the difference between Hamels and Dickey. I have the fullest confidence that both will be excellent as long as they are on the mound ? but what?s the probability they?ll actually be out there?

Seth Walder: Colby Rasmus? famed decline in 2011 wasn?t fun for his fantasy owners. Depending on whom you believe, the Cardinals staff was tinkering with his swing too much or his father was a nuisance. Regardless of what caused Rasmus to stop hitting, the 2012 version of Rasmus started in the same slump. But recently, he?s been red-hot, including a two-homer game on Tuesday against Milwaukee. To me, he looks like the Colby Rasmus of his sophomore campaign, when he hit .276 with 23 home runs in 464 at bats. His HR/FB ratio is up to 15%, an increase from where he was last year but almost exactly where he was in 2010, which shows it?s a realistic level. In addition, he?s hitting more line drives than ever before, so I?m ready to believe Colby Rasmus is back to form.

DETROIT -- Quintin Berry slapped a base hit through the drawn-in infield, then took off for first base. He raised both hands in the air in celebration, rounded the bag and ripped off his helmet.

"I've never had a walk-off before," the Detroit outfielder said. "I showed it out there, jumping around, acting crazy. You don't know what to do with yourself."

Berry's tiebreaking RBI single in the 10th inning gave the Tigers a 2-1 win over the St. Louis Cardinals on Thursday. It was another bright moment for the 27-year-old rookie, who is hitting .315 on the year.

Detroit also got an encouraging performance from another youngster. Jacob Turner allowed a run and four hits in five innings in his first start of the season.

"He did fine. I will say this: He's much improved," Detroit manager Jim Leyland said. "There's no question about that. He's much improved from the last time I saw him, particularly at the big league level."

Prince Fielder homered for the Tigers.

Ramon Santiago and Jhonny Peralta started the winning rally with one-out singles off Victor Marte (0-1), who then grazed Austin Jackson's jersey with a pitch. Berry followed with a grounder up the middle to end it, and the Tigers poured onto the field to mob him.

"They gave me a good shot, but it's the best feeling you could get, being ripped up a little bit," Berry said. "I'll let them do it every day."

Joaquin Benoit (1-1) got the win.

Kyle Lohse allowed a run and four hits in seven innings for the Cardinals.

The 21-year-old Turner was recalled from Triple-A Toledo before the game. Left-hander Drew Smyly has been out because of a blister on his left middle finger.

Turner kept the Tigers in the game while their offense struggled. He walked five ? one intentionally ? and struck out three.

Fielder put Detroit in front with a 425-foot homer in the fourth. The slugging first baseman flipped his bat forward after making contact with his huge uppercut swing, and there was no doubt about his 11th homer of the year.

"I was going to bounce a breaking ball," Lohse said. "Unfortunately, I missed bouncing it by about four feet and Prince killed it."

The lead didn't last long. With one out and men on second and third in the fifth, Matt Holliday lifted a foul fly that Detroit right fielder Don Kelly caught while almost falling into the seats. The tying run came home on the play, but after an intentional walk to Carlos Beltran, Turner got out of the inning on a flyout by Allen Craig.

Kelly appeared OK after his catch but eventually left in the eighth with a left knee contusion. He is day to day.

Turner, a first-round draft pick in 2009, posted an 8.53 ERA in three starts last year. He was named Detroit's top prospect by Baseball America earlier this year, and he acquitted himself fine in his return to the big leagues ? against his hometown team, too.

Turner grew up about 25 miles outside St. Louis, and current Cardinals manager Mike Matheny actually helped mentor him in high school.

"My parents came up for the game," Turner said. "I grew up rooting for the Cardinals, so it's kind of surreal to pitch against them."

After Turner departed, Octavio Dotel, Phil Coke, Brayan Villarreal and Benoit pitched the next five innings, holding the Cardinals to two hits and striking out six.

The Tigers are without closer Jose Valverde, who has an injured right wrist.

Daniel Descalso hit a leadoff double against Coke in the seventh, but the Cardinals couldn't get him home.

Detroit intentionally walked Beltran with first base open again in the 10th, and again the move worked. Craig popped out with men on first and second to end the threat.

Tigers catcher Alex Avila had a single in his return from a right hamstring injury.

Bank downgrades could hurt loans, credit cards

NEW YORK (AP) ? When a major bank's credit rating is cut, it deals a psychological blow ? to customers, the public and financial markets.

So Thursday's downgrading of 15 of the world's largest banks is almost sure to cause wide concern. Most deposits are perfectly safe, but the downgrades could hurt people in more subtle ways: Banks may jack up fees and might be reluctant to lend, which could affect mortgages, credit cards and even the job market.

"It is normal that the first thing that people worry about is whether their money is safe," said Jim Nadler, chief operating officer at Kroll Bond Ratings Agency. "But the real costs may be hidden."

Bank deposits up to $250,000 are guaranteed by the Federal Deposit Insurance Corporation.

But the downgrades come at a tenuous time for banks. An avalanche of new regulations adopted after the financial crisis has wiped out many of the fees they charged on credit cards and checking accounts. Banks are also barred from making lucrative bets in the stock and bond markets, eliminating billions of dollars in trading income.

So banks are now squeezing income from any place they can. Basic services that were once free now cost money. Checking accounts can cost $8, a bank statement $3, canceling a check $2. The list goes on.

In light of the lower ratings, existing fees might climb further and new ones could appear.

"Banks are going to figure out a way to extract revenue from the customer in any way, shape or form," said Stanley J.G. Crouch, chief investment officer at money manager Aegis Capital.

The top ratings agencies ? Moody's, Standard & Poor's and Fitch ? hold immense sway over how much every company and state or local government pays to borrow money. They assign ratings on a scale that determines the ability of those entities to pay down their debt.

The downgrades could eventually increase the banks' cost of borrowing in financial markets because investors will demand more interest when they lend the banks money. With interest rates hovering near record lows, most analysts say the cost of borrowing won't be affected immediately. However, if the ratings remain at these levels and interest rates rise, banks will pay dearly.

For now, investors aren't worried. The stocks of downgraded banks rose Friday. Bank of America gained 1.5 percent, while JPMorgan Chase and Morgan Stanley each rose 1.3 percent.

The downgrades also suck capital out of banks. That's because all the large banks sell insurance to investors to protect them from losses on bonds in case of a default.

The downgrades will force banks to set aside billions of dollars in additional reserves because the debt they are insuring has suddenly become riskier. Each notch in the ratings scale triggers automatic requirements for additional money a bank must set aside in reserves.

Because of those requirements, the downgrades will funnel money into reserves and reduce the amount of capital that banks have to lend.

Americans will experience it when they go to their banks for home mortgages, car loans and credit cards.

Already those lending markets are extremely tight.

Since the financial crisis and the bursting of the real estate bubble, banks have become very choosy about lending. During the real estate boom, banks gave out mortgages without checking if people held jobs, whether their income was real and without taking any upfront money.

Today, millions of first-time home buyers are finding it hard to qualify for home loans unless they have stellar credit, a steady employment history and at least 20 percent of the home loan in cash. Experts say the downgrades will make it difficult for banks to provide much relief to less-qualified home buyers.

The number of credit cards issued by banks has also dropped dramatically because they won't issue cards to people with poor credit. Credit reporting agency TransUnion estimated that more than 8 million people left the credit card market between 2009 and 2010.

"Banks are a good source of many low-cost loans, like car loans, and I worry that these avenues will get narrower," Nadler said.

Small and medium-size businesses, which typically account for a large portion of hiring in this country, will feel the effects even more. They rely heavily on banks for loans to finance their operations, because they don't have access to financial markets to raise debt in the same way as large, well-known corporations such as McDonald's or Coca-Cola.

Since the financial crisis, smaller businesses have been complaining about difficulty getting bank loans. Now there will be even fewer loans to tap and fewer jobs to add.

Americans who invest in bond funds will feel the effects of the downgrades in their quarterly statements. Many pension funds and large mutual funds have rules that don't allow them to invest in bonds that are rated below a certain level. They will be forced to sell those bonds even if it means a loss.

Ultimately, this takes away all the advantages that banks have over other financial companies, said Andrew Ang, a finance professor at Columbia Business School.

"Banks have less capital to get the best innovations," Ang said. "So if you have a large amount of money, why even go to a bank?"
