Verizon to add $2 bill-pay charge, admits 4G network (Reuters)

(Reuters) ? Verizon Wireless, which this month angered customers with three separate data service problems, said on Thursday it will add a $2 fee for one-time telephone and online bill payments.

The planned change, to take effect on January 15, was greeted by a storm of criticism.

Consumer blog Engadget said charging customers to pay was "downright ludicrous." Another tech website, cnet.com, said the move "made little sense."

"The fee is designed to address costs incurred by us for only those customers who choose to make one-time bill payments in alternate payment channels (online, mobile, telephone) and who choose not to use the other options available to them ...," Verizon Wireless spokesman Thomas Pica said in an email.

Verizon Wireless rivals AT&T Inc and Sprint Nextel Corp said they do not charge their customers for any bill-payment options.

In addition, some customers complained on Verizon's online forum on Thursday about problems activating their new phones.

The episode followed reports of a problem with the company's high-speed network on Wednesday. Verizon said on Thursday that it had resolved that issue overnight.

"GROWING PAINS" WITH 4G NETWORK

Verizon, the biggest U.S. mobile service provider, admitted on Thursday it was having "growing pains" with its new fourth generation, 4G, high-speed wireless network and had suffered several separate technical problems that caused service outages.

After saying earlier in the day that services on its older third generation, 3G, network were not affected, the company admitted Thursday night that 3G customers were also affected.

Verizon said it had proactively "moved" its fourth-generation (4G) wireless users onto its third-generation (3G) network to ensure all would have a data connection.

However, Verizon admitted that for brief periods, such as on Wednesday, 4G customers could not connect to the 3G Network as quickly as the company would have liked.

The company also said that it is working closely with its network suppliers to ensure smooth functioning of its 4G network, while estimating that connectivity has been available at about 99 percent of the time this year.

Some customers had earlier complained that they were having 3G service problems, while others said their 4G service was being restored on Thursday morning. One person complained about the lack of a public announcement.

"At least acknowledge there is a problem, do you really expect your paying customers to not notice??" one person wrote on Verizon's online message board.

Verizon Wireless spokesman Thomas Pica told Reuters that the company does not plan to compensate its customers who had experienced service problems.

Earlier this month the company, which has long boasted that its service is "most reliable," faced two data service problems.

On December 8 some Verizon customers were unable to access the Internet on their wireless devices for about 24 hours. The company had to fix another problem on December 21.

Verizon Wireless is a venture of Verizon Communications and Vodafone Group Plc.

Mitt Romney cited a 2008 book by former United Nations Ambassador John Bolton, saying that it demonstrated his rebuke of a philosophy that is plaguing the Department of State?? a mentality that stresses the importance of agreement over the importance of results. ?I had the interesting experience of reading his book, ?Surrender is Not an Option,???Romney said, ?and in it he describes in some depth the mentality of people who spend their entire life in government, and that is in many cases they?re more inclined towards getting an agreement than actually getting the results. And as someone from the private sector, I?m a results-oriented guy.?

Romney said he wasn?t prepared to name a member of his cabinet at that time, but added that he would never say ?never? on the possibility.

?John Bolton insists on good results for America and is someone I respect,? Romney said. ?I think he?s a fine man with great capacity. I?m not planning right now on naming my cabinet early, but you never say ?never? in this business. But I think John Bolton is right ? we need to have a dramatic shake-up in the approach that is taken by our State Department.?

Thai Government Scraps Plan to Transfer Debt to Central Bank

Dec. 30 (Bloomberg) -- Thailand?s government scrapped a proposal to transfer $35 billion of legacy debt from bank bailouts to the central bank and will instead seek to extract cash from commercial lenders to finance flood defenses.

?Transferring debts to the Bank of Thailand will be like printing money,? Finance Minister Thirachai Phuvanatnaranubala told reporters today after meeting Bank of Thailand Governor Prasarn Trairatvorakul. ?The methods we are using must not affect fiscal and monetary discipline and must not hurt confidence among foreign investors and international agencies.?

Deputy Prime Minister Kittiratt Na-Ranong said yesterday the step would save the government as much as 65 billion baht ($2 billion) in annual interest costs that could be used to fund anti-flood measures. Thirachai had opposed the measure, warning this week it could hurt investor confidence and stoke inflation.

The proposal increased concerns that Prime Minister Yingluck Shinawatra?s administration was infringing on the central bank?s independence, after Kittiratt in October said the Bank of Thailand should lower interest rates to help businesses cope with the country?s worst flooding since 1942.

The government ?didn?t study this issue well enough to argue with the Bank of Thailand,? said Pipat Luengnaruemitchai, vice president of Phatra Capital Pcl, Thailand?s second-biggest brokerage by market value. ?Anything involving monetary policy discipline, the government loses the debate all the time because the Bank of Thailand has better credibility.?

Baht Gains

The baht gained 0.7 percent to 31.54 per dollar as of 3:06 p.m. in Bangkok, the biggest advance in a month. Yesterday it fell the most in two months to the weakest level since Aug. 16, 2010, according to data compiled by Bloomberg.

The government will attempt to raise about 50 billion baht for debt payments by taking 0.39 percent of the 0.4 percent fee that commercial banks pay to the Deposit Protection Agency and by amending the law to allow the Financial Institutions Development Fund to collect fees from commercial banks. The government paid 45 billion baht in interest on the debt this year, Thirachai said today.

?This will remove the interest burden from the government,? he said. ?If the central bank records a profit, they can also use that to reduce the debt.?

The Financial Institutions Development Fund racked up a 1.4 trillion-baht debt bailing out lenders after the 1997 Asian financial crisis, when the government closed more than 60 financial companies and seized half of the nation?s 14 commercial banks.

Bank Losses

Under a repayment agreement in 2002, the finance ministry makes interest payments while the central bank pays down the principal whenever it earns a yearly profit. The Bank of Thailand has reported annual net income once since 2004 and last year reported a net loss of 117 billion baht, mostly due to losses on foreign exchange.

Thailand?s central bank expects to record a loss this year, Prasarn told reporters today. Kittiratt yesterday said that it would post a ?high profit.? Prasarn said the Bank of Thailand, finance ministry and Council of State would meet again to discuss legal amendments to help pay the debt.

?We agreed that what we will do must not prompt the central bank to print money and it should help reduce the fiscal burden,? Prasarn told reporters today after the meeting. ?It must not affect foreign reserves too.?

Interest Payments

Since 1997, the principal on the debt has fallen by 300 billion baht, or about 21 billion baht per year. During that time, the government has paid as much as 65 billion baht in interest annually, according to Kittiratt.

Korn Chatikavanij, Thirachai?s predecessor under a previous administration, opposed the idea to transfer fees from the Deposit Protection Agency to the government to pay the debt.

?If you shift the revenue to the government, eventually the government would be morally bound to support banks if they run into liquidity problems,? he said in a telephone interview yesterday. ?The whole idea of having a deposit guarantee scheme is to avoid the government having to be involved.?

Almost every major smartphone and PC manufacturer has joined the tablet party Apple started, beginning with the Motorola Xoom way back in February. To combat Apple on new territory, most companies turned to Google and its fledgling tablet OS, Android 3.0 (Honeycomb). Results were mixed, with some great and innovative devices coming out, padded by more iPad clones than you can shake a stick at. Until late 2011, no manufacturer seemed to be capable of beating Apple?s $500 price by a significant enough margin to make much headway. If you?re going to choose an iPad knockoff, it better be a lot cheaper. That?s where Amazon came in. Despite most people suspecting the death of the e-reader in the face of the iPad, Kindle sales continued to surge, prompting Amazon to launch its own tablet, the Kindle Fire for a new low price of $200.

Some of this year?s biggest losers were tablets as well. RIM?s BlackBerry PlayBook tablet and HP?s TouchPad tablet both attempted to enter the market but were greeted with little interest from buyers. HP didn?t take the rejection well, momentarily announcing a complete shut down of WebOS and a potential sell-off of its entire PC division (its CEO was fired and this decision was reversed). Both companies didn?t see any traction with their tablets until they were discounted to rock-bottom prices of $100-$200. But that?s enough about them. Let?s get on to this year?s big winners.?

The iPad 2 is the standard for all things tablet. Microsoft may have invented the tablet PC years ago, but Apple reinvented it as a relevant compliment to a PC and smartphone. The iPad 2 is still arguably the best tablet on the market, with a superthin aluminum frame, 9.7-inch screen with a paper-like aspect ratio of 4:3. And because Apple required all developers to make custom apps for the iPad, the market is full of apps that are custom built for Apple?s tablet. Android users currently aren?t so lucky. The iPad also still has that responsiveness and ease of use that Android Honeycomb doesn?t quite have. We?ve seen and heard about many older Americans who generally avoid PCs being delighted with the iPad and using it for all sorts of things. If you want a solid buy that you know you?ll enjoy, the iPad 2 is the best bet.

samsung-galaxy-tab-8-9Samsung Galaxy Tab 8.9, $450 and up

Samsung has made a good living by mimicking Apple (proof), and its Galaxy Tab series tries its best to be every bit as good as the iPad is. Out of the three Galaxy Tab sizes, we like the 8.9-inch screen the best. While most Android tablets sport small 7-inch screens or large 10.1-inch screens, the 8.9-inch size is a great middle ground. We found that the Galaxy Tab 8.9 was small enough (and thin enough) for easy thumb typing but large enough to use full-screen applications and do full web browsing. While we don?t always love how manufacturers customize Android, Samsung?s TouchWiz interface is a nice improvement over the stock Android Honeycomb tablet experience. If you have the money and don?t want an iPad, the Tab 8.9 is a great option.

Amazon dropped a bomb when it announced the Kindle Fire. The hardware isn?t impressive, lacking cameras, hosting minimal RAM, and sporting a rather dull design borrowed from the BlackBerry PlayBook, but the price tag makes up for it. At a scant $200, the Kindle Fire is the first tablet that almost anyone can justify buying. More impressive is Amazon?s interface, which takes Android and completely reworks it into a unique Amazon experience. Unlike other tablets, Amazon?s interface is simple and explains exactly what the Kindle Fire is good for: news, books, music, video, docs, apps, and web browsing. If you?re an Android enthusiast, the Kindle Fire may not be for you, as it only connects up to Amazon?s own app and content stores, but we happen to like a lot of what Amazon offers. It?s a bit clunky and not the best tablet you?ll ever own, but the Kindle Fire is a solid choice for those on a budget.?

Almost every tablet manufacturer this year opted to mimic the iPad. Asus was different. With its Eee Pad tablets, the PC manufacturer tried something new. The Eee Pad Transformer is a thin, capable Android tablet that docks into a keyboard, turning the Android tablet into an effective netbook. Better, the dock has a battery in it too, boosting battery life to an astounding 18+ hours. The Transformer Prime, just launched in December, is an upgraded version of this tablet, with a thinner profile, more RAM, and a quad-core processor, meaning it really can act as a netbook. Other tablets by Asus, like the Eee Pad Slider and another tablet that you can dock a phone into, are innovative and interesting. The market has responded too. While other tablet manufacturers saw consumer interest fade over the course of the year, the Transformer continued to sell out, exceeding demand. +1 for a good idea, Asus. We look forward to seeing what the company has in store for 2012.?

E-Readers

kindle-touchAmazon Kindle Touch, $100

The Kindle is the most popular E-reader on the market and for good reason: it?s arguably the best. Amazon?s e-book store is substantial and the new $100 price and addition of touch makes this e-reader affordable for almost anyone. Like the Nook Simple Touch (see below), the Kindle Touch uses an infra-red sensor net to detect touch while retaining the incredible battery life afforded by the e-ink screen. Two-month battery life ain?t bad. The new Kindle Touch can also hold about 3,000 books and has a new ?X-Ray? feature that lets you look up things on Wikipedia or search through the book.?

barnes-noble-nook-simple-touchBarnes & Noble Nook Simple Touch, $100

While people like to credit Amazon a lot, Barnes & Noble has been leading the e-book field for some time. The Nook Color was basically an early Kindle Fire and the Nook Simple Touch came out months before Amazon?s touch-based Kindle. There isn?t a huge difference between the Nook Touch and Kindle Touch. They?re both solid e-readers and their book libraries are both fairly vast. The difference is that if you live by a B&N store, you can read books inside the store and get free technical support anytime you wish, a luxury Amazon fans do not have. We haven?t done a side-by-side comparison, but the Nook Simple Touch screen seems a bit more responsive than the Kindle Touch. The price is the same as Amazon?s tablet, there are no ads on the Nook (there are on Kindles), and the battery life is equally, if not more awesome than the Kindle. Do not feel ashamed picking a Nook.?

Minimum Wage Raise Coming To Eight States After New Year

WASHINGTON -- Eight states will be raising their minimum wage next week, boosting the pay of more than a million workers across the country.

Most of the raises will be modest, on the order of 28 to 37 cents per hour, but the new rates will translate into hundreds of additional dollars annually for many people who are working yet remain in poverty.

Setting a new benchmark, Washington will become the first state to crack the $9 ceiling, raising its minimum wage from $8.67 to $9.04, which translates for full-time minimum-wage workers into an extra $15 or so in pretax pay each week. The other states raising their rates are Arizona, Colorado, Florida, Montana, Ohio, Oregon and Vermont.

Workers in all of these states owe their raises to the cost-of-living adjustments written into their state laws. Such laws require that the minimum wage be tweaked every year to account for the rising cost of basic necessities, usually pegged to the consumer price index. Ten states, including the eight above, have such laws on the books. Nevada raises its rate during the summer, and although Missouri has a cost-of-living adjustment, this year it will not push the state rate above the prevailing federal minimum wage of $7.25.

In recent years, advocates for low-wage workers have tended to lobby hard for cost-of-living adjustments on the state level, arguing that such laws protect against the erosion of workers' purchasing power. The federal minimum wage is not automatically adjusted for inflation and requires new legislation each time it increases. Thirty-two states currently have minimum wages no higher than the federal rate.

Paul Sonn, legal co-director of the National Employment Law Project, called the cost-of-living adjustment "the most important sort of protection" keeping the minimum wage from losing its purchasing power over time.

"Workers in those states are enjoying substantially stronger wages than in others," said Sonn, who argues that such adjustments also offer the business community some predictability. "From our perspective, in the states that have adopted indexing, the minimum wage is preserving its real value."

But even in Washington state, with the highest rate in the country, today's minimum wage does not match its historical highs when adjusted for inflation, Sonn noted. Had the minimum wage kept pace with the rising cost of living since the 1970s, it would currently stand around $10 an hour.

Not satisfied with the rates set by their state governments, some cities have passed local ordinances establishing their own minimum wages. Among them is San Francisco, which next week will become the first major city with a minimum wage higher than $10.

Business owners and trade groups in San Francisco and elsewhere have argued that a relatively high minimum wage forces businesses -- restaurants in particular -- to cut back on staff and displaces jobs to other communities. Although the body of research is conflicting, recent some studies have concluded that raising the minimum wage has no significant impact on local job markets.

(AP) ? The rebel Free Syrian Army said Friday it has stopped its offensive against government targets during a month-long mission by Arab Legue monitors, saying it wants to expose how the regime is killing peaceful protesters.

The leader of the FSA, breakaway air force Col. Riad al-Asaad, said his troops have halted the attacks since the observers arrived on Tuesday. The government insists terrorists and gangs are driving nine months of crisis in Syria.

"We stopped to show respect to Arab brothers, to prove that there are no armed gangs in Syria, and for the monitors to be able to go wherever they want," al-Asaad told The Associated Press by telephone from his base in Turkey.

"We only defend ourselves now. This is our right and the right of every human being," he said, adding that his group will resume attacks after the observers finish their mission.

The Free Syrian Army says it is comprised of some 15,000 army defectors who abandoned the regime during the uprising. The group has claimed responsibility for attacks on government installations that have killed scores of soldiers and members of the security forces.

Also Friday, Russia's Foreign Ministry said an initial assessment by Arab League observers in Syria was "reassuring," even as activists reported fresh violence by security forces that killed at least nine people.

Moscow is one of Syria's few remaining allies following more than nine months of violence stemming from a massive protest movement. The United Nations says some 5,000 people have been killed in the government crackdown on dissent.

"Moscow appraises with satisfaction the real beginning of the Arab League activities in Syria," the Foreign Ministry said in a statement. The ministry noted that the Sudanese general who heads the mission visited the restive city of Homs.

"The situation there is reassuring, clashes have not been recorded," the statement said.

There is broad concern about whether Arab League member states, with some of the world's poorest human rights records, were fit for the mission to monitor compliance with a plan to end to the crackdown on political opponents by security forces loyal to President Bashar Assad.

On Friday, activists said security forces fired on protesters in the eastern city of Deir el-Zour, the southern city of Daraa and elsewhere, killing at least five people.

Another four were reported killed in the town of Talkalakh, near the border with Lebanon, in an ambush by government troops. It was not immediately clear why they were killed as the victims were not believed to be protesting at the time, activists said.

The presence of Arab League monitors in Syria has re-energized the anti-government protest movement, with tens of thousands turning out this week in cities and neighborhoods where the observers are expected to visit.

The huge rallies have been met by lethal gunfire from security forces, apparently worried about multiple mass sit-ins modeled after Cairo's Tahrir Square.

The Local Coordination Committees, an activist coalition, said at least 130 people, including six children, have been killed in Syria since the Arab observers began their one-month mission on Tuesday.

The nearly 100 Arab League monitors are the first Syria has allowed in during the nine-month anti-government uprising. They are supposed to ensure the regime complies with terms of the League plan to end President Bashar Assad's crackdown on dissent.

The plan, which Syria agreed to on Dec. 19, demands that the government remove its security forces and heavy weapons from cities, start talks with the opposition and allow human rights workers and journalists into the country. It also calls for the release of all political prisoners.

State-run TV said observers have reached Idlib province, which borders Turkey; Homs and the Damascus suburbs of Harasta and Douma. Activists said the army had either withdrawn or hid tanks in the mountains in Idlib.

On Thursday, security forces killed at least 26 people, four of them shot dead in the Damascus suburb of Douma during a protest by tens of thousands. The crowd had gathered at the mosque near to a municipal building where cars of the monitors had been spotted outside.

Authorities apparently are worried about multiple mass sit-ins modeled after Cairo's Tahrir Square, which was the focus of protests that toppled Egyptian president Hosni Mubarak in February.

The ongoing violence, and new questions about the human rights record of the head of the Arab League monitors, are reinforcing the opposition's view that Syria's limited cooperation with the observers is nothing more than a ploy by Assad's regime to buy time and forestall more international condemnation and sanctions.

Although the violence against protesters has not stopped, Rami Abdul-Raham, who heads the British-based Syrian Observatory for Human Rights, said the death toll would have probably been double what it is had there been no monitors on the ground.

In Washington, State Department spokeswoman Victoria Nuland on Thursday expressed concern that violence was continuing in Syria despite the presence of the monitors.

She said the monitors were providing "some space for public expression," citing videos on YouTube of a large democracy rally in Idlib, but insisted that Assad's regime needed to do more.

"It's not only a matter of deploying the monitors," she added. "It's a matter of the Syrian government living up to its commitments to withdraw heavy weapons from the cities; to stop the violence everywhere, which clearly has not happened; to release all political prisoners."

Interpreters in Iraq left in danger as US troops withdraw

Iraqi interpreters who worked with US troops during the war are now facing death threats and other dangers as they anxiously await special visas they hoped to get from the American government, The Los Angeles Times reported Monday.?

Thousands of Iraqis who served as interpreters for Americans, offering valuable insights into Iraq's customs and rivalries, are stuck in limbo as the US withdrawal from Iraq draws to a close and the process for obtaining American visas has slowed. ?

The Refugee Crisis in Iraq Act, passed in 2008, aimed to provide fast-track status to Iraqis who served the US government or military. Though it allowed 5,000 visas per year, just 3,415 in total have been issued to Iraqis as of October 2011, according to the Iraqi Refugee Assistance Project. More than 62,000 Iraqis had applied through the special visa program, though many have dropped out, the Times reported.?

The visa process has slowed even further since May, when two Iraqi refugees were arrested in Kentucky for providing support for Al Qaeda. ?

"I served the Americans very well, but now they've left me on my own, with no security," Tariq, a 27-year-old former interpreter, told the Los Angeles Times. "They've expelled us all from the only places in Iraq that were safe for us ? US bases."

Tariq was an interpreter for the military, and lived on a secure US base until his unit left Iraq on October 13. He has been hiding in his parents' home since, and regularly receives death threats from insurgents.?

The State Department's National Visa Center has been ordered to flag special visa applications for expedited action.

"We are making changes, ordered at the very highest levels, that will help shave time off the application process," an official at the US Embassy in Baghdad told the Times.

Helicopter finds safe haven at Columbiana church

COLUMBIANA - Pastor Chuck Hamilton was sitting in his office at the Upper Room Fellowship off state Route 14 when he heard what he thought was a truck exploding in the parking lot.

He soon discovered the sound was that of an Air Evac Lifeteam helicopter landing in the soccer field next to the church.

The helicopter was en route to East Liverpool on Tuesday after delivering a patient to St. Elizabeth Medical Center when it was forced to land due to the weather, Matt Handley, Air Evac Lifeteam program director for base 81, said.

The patient had been involved in a propane truck rollover in Hanoverton, he added.

"On the way back home the (weather) ceilings were starting to come down so the pilot made a safe landing in the soccer field at the church," he said.

Hamilton said the weight of the helicopter proved too much for the wet grass, which began to slowly sink.

The Air Evac team and members of church staff worked together to move the helicopter to the church parking lot and then up a small incline to rest under the carport at the church entrance.

Hamilton said he suggested the carport when the pilot and medical professionals said the helicopter would have to remain grounded for the next few days because of the hazardous weather forecast.

Five people, including Air Evac employees, Hamilton, the church secretary and janitor John Ferranti, physically pushed the helicopter to the carport using two sets of double wheel jacks provided by Air Evac.

"I never pushed a helicopter before," Hamilton joked, adding it was fortunate church staff were there at the time.

In addition to Hamilton, the church secretary, Ferranti, and youth leader Christy Calfee were at the church on Tuesday.

"They caught us at a good time," he said.

Handley said the helicopter will fly back to East Liverpool when the weather is safe for air travel.

The National Weather Service out of Pittsburgh issued a winter weather advisory and hazardous weather outlook for Columbiana and neighboring counties on Tuesday afternoon. One to three inches of snow was expected, according to the forecast.

With understated makeup and sunglasses on her head, the Oscar-winning mom wore all black: black leather pants, sweater, scarf, boots and fur-lined parka, with her auburn locks swept up into a messy updo.

Once little Louis warmed up from the cold outside, he giggled throughout the hour-long meal as the small group doted on him and his mom bounced him on her lap.

Later on in the meal, Louis played with other youngsters -- two blonde toddler girls! -- dining across the way.

Bullock recently admitted on the Tonight Show with Jay Leno that her little boy is a huge "flirt" who "appreciates the fairer sex."

"He doesn't flirt with me like that, and someone told me that's probably a good thing," she joked. "He's got a look where he just cuts the eyes at the ladies, and I'm like, 'I'm so sorry! I don't know what's happening.'"

Raiders stay alive with 16-13 OT win over Chiefs

KANSAS CITY, Mo. - Sebastian Janikowski kicked a 36-yard field goal 2:13 into overtime Saturday, giving the Oakland Raiders a 16-13 victory over Kansas City that eliminated the Chiefs from the playoff race and kept their own AFC West hopes alive.

Carson Palmer threw for 237 yards and a touchdown for the Raiders (8-7). His perfectly thrown 53-yard pass to Darrius Heyward-Bey early in overtime set up Janikowski's winning kick, allowing Oakland to avoid a second straight late-game meltdown.

Kyle Orton threw for 300 yards for Kansas City, his only touchdown pass going to Dwayne Bowe with 1:02 left in regulation to tie the game. The Raiders went three-and-out, giving Kansas City the ball back with little time on the clock, and Orton hit Bowe for 25 yards and Terrance Copper for 11 more to set up Ryan Succop for a potential winning field goal on the final play of the game.

Succop's 49-yard try was blocked by Trevor Scott to send the game to overtime.

Distro Issue 19: Peter Rojas plays 20 questions and Zach Honig boards Boeing's 787 Dreamliner

If you caught our release of Distro for Android tablets, you know we're in the mood for giving.
