Supreme Court strikes down Arizona voter citizenship law

The Supreme Court has struck down an Arizona law that required voters to provide documentary proof of citizenship before registering to vote.

In Arizona v. Inter Tribal Council, seven of the Supreme Court justices agreed that the Arizona law oversteps the state's authority by essentially invalidating the federal voter registration form. The form, established by a 1993 law, lets people register to vote by sending in a uniform form accepted by all states. Voters must swear they are citizens on the form, and all states are required to accept the form by law. in a 2004 ballot initiative, Arizona voters decided they wanted to go beyond that requirement, by asking for proof of citizenship--such as a birth certificate, passport, or tribal ID card--at the point of voter registration.

Critics of the law argued that the law stripped some voters of their ability to vote, since some advocacy groups estimate that about 13 million citizens do not have documentary proof of their citizenship. The law's supporters said it would guard against any attempts by non-citizens to vote in federal elections.

The opinion was written by Justice Antonin Scalia, one of the court's conservatives.?Justice Samuel Alito and Clarence Thomas, both part of the court's conservative wing, disagreed with the ruling.

Two years ago, the Supreme Court struck down several parts of Arizona's SB1070 law, which sought to give the state broader enforcement powers against unauthorized immigrants. The court argued that the federal government's immigration laws preempted the state's, and that Arizona was interfering with federal power. The court did let a key aspect of the law stand, however, giving local and state police the power to inquire into immigration status during routine stops.

Background on Rec Park:
In short, about ten years ago, the Town/Village of Rhinebeck purchased land adjacent to Rhinebeck?s Rec Park for approximately $800,000. As a result, the Rhinebeck Rec Park now consists of approximately 82 acres. Despite its new size, the Thompson Mazzarella Park Committee (?TMPC?) has held steadfast with its site plan that proposes only 1 soccer field and 2 baseball fields. Currently, local athletic groups struggle to find fields, maintain them, and share them. RSL?s enrollment alone is over 200 players and this does not take into consideration the Mens? League Soccer, Womens? League, the Hispanic American Soccer League, the High School teams, Modified teams, Lacrosse, field hockey, or any other sport. Now, put this into perspective with our neighbor: Red Hook?s new proposed Rec Park is only 22 acres and they are proposing 4 new soccer fields and 2 new baseball fields. This does not include the 12 acres that Greig Farm has preserved for its Soccer Club!

Money and Legal Documents:
Dutchess County gave the Town/Village of Rhinebeck ~$285,000 in taxpayer money towards the acquisition costs of the property on the condition that the Town/Village amend the language in an existing Conservation Easment (held my Winnakee Land Trust). In exchange for that County taxpayer money, the Town/Village/Winnakee complied and the language was amended and the new ?USE? of the Rhinebeck Rec Park property was re-defined as follows:
?The Property shall be used solely as a public park devoted to outside (outdoor) recreational uses, both active and passive, and to the extent consistent therewith, agricultural, forestry, horticultural and related purposes . . . Active outside (outdoor) recreational uses . . . include but are not limited to organized sports and related facilities, such as ball fields, soccer fields, tennis and basketball courts, but exclude motorized activities.?

Then, in 2009 the Town Board adopted a Master Plan for the Park which states that ?new recreation fields will take approximately 17 acres of active agricultural lands out of production.? Master Plan, p.1, para. 2. Yet, active recreation in the proposed site plan constitutes only 5.4 acres of space. This is less than 32% of the adopted plan and quoted 17 acre development approved by the Town Board?s Master Plan.

Notwithstanding all of the above, the TMPC has strongly resisted adding more active recreational fields. Instead, they have devoted most of the Rec Park to walking trails and open space.

Public Outcry:
In support of more active recreation at Rhinebeck?s Rec Park, several months ago we have introduced a petition to the Town with approximately 250 signatures supporting more soccer fields. We introduced an analysis of needs for more soccer fields and/or athletic fields in our community. Seventeen (17) people spoke at a Rhinebeck Planning Board hearing on 12/17/12 [one week before Christmas] imploring the TMPC to add more soccer fields. Lacrosse was at that same hearing asking that they be considered in equation too because they have no fields to play on either. Several lawyers appeared on behalf of a Group of ?Concerned Citizens? stressing the need for the TMPC to go back to the table and listen to its constituents and add more active recreation fields ? as they were required to do.

The TMPC has added no new active recreation fields since the last hearing date nor have they announced any plans to do so. Instead, they have introduced plans to the Town Board just 2 months ago showing? NO added active recreation for our youth.

Conclusion:
Taxpayer money was specifically earmarked to use this property for recreation. Taxpayers are stretched to the limit today and told to do more with less. Here, the County gave Rhinebeck a golden opportunity to enhance its only Rec Park to meet the needs of all generations, including its youth. Yet, taxpayers? money to improve the Rec Park for everyone is being directed towards open space in lieu of more soccer/sports fields.

Youth sports are vital to our children?s? mental, physical, and emotional growth. Obesity is a national epidemic. Evidently, the County saw those needs when it told Rhinebeck to change its conservation easement before they gave it money to buy the property. This agreement with the County and these needs have fallen on deaf ears in Rhinebeck. I and my brother-in-law (Robert Murray) have spear-headed this effort and devoted 100s of hours on just trying to get Rhinebeck to comply with legal agreements that were signed by public officials years ago. We have 100s of supporters. Notwithstanding, Rhinebeck?s new Rec Park site plan proposes 1 field devoted to soccer/lacrosse on 82 acres.

Putin, Obama face off over Syria

ENISKILLEN, Northern Ireland/DUBAI (Reuters) - Rebels fought to halt an advance by President Bashar al-Assad's forces into northern Syria on Monday while U.S. President Barack Obama faced a showdown with Russia's Vladimir Putin over Obama's decision last week to arm the insurgents.

New evidence emerged of escalating foreign support for the rebels, with a Gulf source telling Reuters that Saudi Arabia had equipped fighters for the first time with shoulder-fired anti-aircraft missiles, their most urgent request. Rebels said Riyadh had also sent them anti-tank missiles.

The weapons deal was disclosed as rebel fighters confront government troops and hundreds of militants from the Iranian-backed Hezbollah militia seeking to retake the northern city of Aleppo, where heavy fighting resumed on Monday.

After months of indecision, the Obama administration announced last week that it would arm the rebels because Assad's forces had crossed a "red line" by using nerve gas. That has put Washington on the opposite side of the two-year-old civil war from its Cold War foe Moscow, which supplies weapons to Assad.

The United Nations has urged all sides to stop sending arms to a conflict that has killed at least 93,000 and shows no sign of abating. But those calls have been ignored, with regional and global powers doubling down on support for either side.

The White House said last week Obama would try to persuade Putin to drop support for Assad at a summit of the G8 group of world powers in Northern Ireland.

Putin showed no sign of being convinced. Speaking on the summit's eve, he hammered home his point that arming fighters was reckless, zeroing in on an incident last month when a rebel commander was filmed biting a piece of an enemy's entrails.

"One does not really need to support the people who not only kill their enemies, but open up their bodies, eat their intestines in front of the public and cameras," Putin said after meeting British host David Cameron.

Canadian Prime Minister Stephen Harper was equally blunt, saying Putin was supporting thugs.

"We are not - unless there is a big shift in position on his part - going to get a common position with him at the G8."

Obama and Putin are due to meet at about 1730 GMT.

Russia says it is unconvinced by U.S. evidence accusing Assad of using chemical weapons, and said on Monday it would block any attempt to impose a no-fly zone over Syria, a step Washington says it has not yet decided on but is on the table.

The United States moved anti-aircraft missile batteries and warplanes to Jordan in recent weeks, which Moscow believes are a precursor to a no-fly zone.

ASSAD'S FORCES GAIN

Those backing the rebels - including Britain, France, Turkey and Arab countries as well as the United States - were driven to intensify support in recent weeks to rescue the rebellion after Assad's forces scored important military gains.

Just a few months ago, Western countries thought Assad's days were numbered. But last month he received the open support of thousands of fighters from Hezbollah, the powerful Iran-backed Shi'ite militia in neighboring Lebanon, which helped him capture the strategic town of Qusair from the rebels this month.

Hezbollah's participation turns the internal conflict into a regional sectarian battle, with Sunni-ruled Arab states backing the mainly Sunni Syrian rebels and Shi'ite Iran backing Assad, an adherent of the Alawite offshoot of Shi'ite Islam.

The news that rebels are receiving shoulder-fired anti-aircraft missiles from Saudi Arabia marks an important escalation with the potential to shift momentum by limiting Assad's use of air power, one of his major advantages.

The missiles have been at the top of the wish-list of the main rebel military commander, Salim Idriss. The West had long been wary because of fears such weapons could fall into the hands of terrorists and be used to shoot down civilian planes. U.S. ally Israel is particularly fearful of such weapons being distributed in the Middle East.

The missiles were obtained from suppliers in France and Belgium, and France had paid to ship them to the region, the Gulf source told Reuters. France says it has not yet decided to arm the rebels but along with Britain it persuaded the European Union to drop a weapons embargo from the start of this month.

Opposition sources in Aleppo said Saudi Arabia had also supplied the rebels with at least 50 Russian-made Konkurs anti-tank missiles in the last few days. The weapons had reached rebels fighting a government column at the town of Maaret al-Arteek north of Aleppo, scene of major fighting in recent days.

Western countries say helping the rebels on the ground is necessary to restore military balance after Assad's recent gains. Previously, the West provided only "non-lethal" aid.

"We have all understood that you can't win this just with night vision goggles," said one Western official. "You can't engage in a peace process when you come to the table with the balance of power turning against you."

FIGHTING NEAR ALEPPO

After winning the battle for the strategic town of Qusair this month, Assad's forces have announced an offensive in the mainly rebel-held north near Syria's biggest city, Aleppo.

Speaking from Aleppo, a member of the opposition Sham News Network said fighting resumed on Monday around Maarat al Arteek on the northwest outskirts of the city, where Assad's forces had taken high ground threatening rebel positions.

He said 200 Hezbollah fighters had deployed in the two Shi'ite enclaves of Nubbul and Zahra further northwest.

"The fighting is heavy and the regime has the high ground but it has not been able to advance. It aims to control a line from Nubbul and Zahra to Aleppo and build on that to retake the northern countryside," said the activist, who identified himself as Majed. "But the rebels know the terrain and know that enough supplies are coming to achieve victory."

Activists said two people were killed in an air raid on the town of Daret Ezza northwest of Aleppo. Video footage showed people milling around piles of rubble which they identified as remains of a school used to house displaced people.

The Britain-based Syrian Observatory for Human Rights also reported clashes between pro-Assad fighters from Nubbul and Zahra and rebels trying to stop them reaching a government helicopter base at Minagh, which rebels have been trying to capture for a year.

Sport On The Box ? BT Sport to show inaugural World Club 7s

Premiership Rugby has confirmed that BT Sport will screen the inaugural World Club 7s tournament live from Twickenham on August 17-18.

The ground-breaking event brings together some of the biggest names in club and provincial rugby for the first time in the history of sevens rugby.

Teams from both the Northern and Southern Hemispheres, together with some of the emerging names in the sevens game, will compete for the new trophy in mid-August.

BT Sport will act as host broadcaster for the tournament, which?is then set to expand further in 2014 and 2015 as sevens rugby heads towards its debut at the Rio Olympics in 2016.

Plans are underway to have the strongest club and provincial teams in the world qualifying through domestic 7s championships.

?We are delighted that BT Sport are showing the World Club 7s live?, said Dominic Hayes, Premiership Rugby?s commercial director.

?It?s an indication of the pace the tournament is gathering pace on a daily basis!

?BT Sport will broadcast three hours live on Saturday followed by five and a half hours on Sunday starting with ACT Brumbies against Auckland, as the competition reaches a crescendo.?

?Rugby union is entering a thrilling phase and we will be bringing the very best of the action to our viewers.?

Eleven of the sides in this cross-hemisphere tournament have already been decided with the twelfth to be revealed on August 9, the date of the J.P. Morgan Premiership Rugby 7s finals at The Recreation Ground, Bath, which is also live on BT Sport.

The new BT Sport channels launch on August 1 with coverage of the first round of the Premiership 7s competitions, while the first live Aviva Premiership matches on the network will be broadcast in September.
