Obama sees no threat in China rivalry for Africa business

PRETORIA (Reuters) - The United States does not feel threatened by the growth of trade and investment in Africa by China and other emerging powers, U.S. President Barack Obama said on Saturday.

Suggestions that he has allowed China to steal a march over the United States in doing business with Africa have dogged Obama's three-nation swing through the continent, but he said the increased Chinese engagement was beneficial for all.

"I don't feel threatened by it. I feel it's a good thing," Obama told a news conference during a visit to South Africa.

The more countries invest in Africa, the more the world's least developed continent can be integrated into the global economy, the first African-American U.S. president said.

"I want everybody playing in Africa. The more the merrier."

China has greatly expanded its reach in Africa since the start of the new century. It overtook the United States as Africa's largest trading partner in 2009, a February report by the U.S. Government Accountability Office (GAO) showed.

China's advantage in trade stems mostly from how much it sells to Africa. Chinese exports to the continent in 2011 were almost triple the level of U.S. exports.

When it comes to investment flows, however, the picture is different. Data for 2007-2011 suggest U.S. foreign investment flows to the region were larger than China's, the GAO said.

"China's role as an investor, aid donor and financier is not outsized," Johns Hopkins University China scholar Deborah Brautigam wrote recently.

"Although Western countries fret about China's growing role in Africa, the United States alone disbursed more official finance to African countries than China did in 2010."

Still, China's influence looms large over the continent, partly because it has been so aggressive in its courtship.

Beijing and Washington should be partners in Africa to foster development and peace, said an official Chinese commentary after Obama's made his remarks.

Obama's stops in South Africa and Tanzania mirror a visit in March by then newly named Chinese President Xi Jinping, which could be seen as rivalry between the two superpowers on the African continent, state-run news agency Xinhua said.

"This mentality belongs to the past. It results from the West's biased perception of China's role in Africa," Xinhua said. "It also misses the bigger picture in which Beijing and Washington, instead of being competitors undermining each other's efforts, can actually work as partners in promoting Africa's development."

RESTING ON ITS LAURELS?

Obama's visit to Senegal, South Africa and Tanzania will bring to four the number of countries in sub-Saharan Africa that the U.S. president has visited in the last four years. He stopped briefly in Ghana in his first term.

In contrast, Chinese presidents and vice presidents have visited 30 African countries over the same period, said Mwangi Kimenyi, a senior fellow at the Brookings Institution in Washington.

There is also a sense that the United States may be resting on its laurels.

"There hasn't really been a presence of U.S. companies since 1994, taking advantage of the new opportunities," Haroon Bhorat, a professor at the University of Cape Town said recently, speaking of South Africa.

"So, you've seen new emerging markets entering into other emerging markets like South Africa and taking advantage of economic opportunities in a way where the U.S., already with a foothold, arguably hasn't done enough."

Obama's aides have argued that he has had two wars and a deep economic crisis to deal with since he took office in 2009.

Obama has also said that U.S. interactions with Africa have included goals of social and political development, unlike those of China, which he said were more narrowly focused on commercial benefits.

"A lot of people are pleased that China is involved in Africa," he told reporters travelling with him on Friday.

"On the other hand, they recognize that China's primary interest is being able to obtain access for natural resources in Africa to feed the manufacturers in export-driven policies of the Chinese economy."

That relationship makes Africa an exporter of raw materials but does not create jobs in Africa and is not a sustainable model over the long-term, he added.

In Pretoria on Saturday, Obama urged African nations to be tougher negotiators in accepting investments from abroad.

"You produce the raw materials, sold cheap and then all the way up the chain somebody else is making the money and creating the jobs and the value," he said.

"Make sure that whoever you're dealing with ... you're getting a good deal that's benefiting the people here and that can help to spur on broad-based development."

Government plans to boost roads, rail in infrastructure plan

LONDON (Reuters) - The government promised on Thursday to upgrade roads and carry out what it said was the biggest rail investment in more than 100 years as part of its strategy to get the economy growing again while also keeping a tight lid on spending.

A day after Chancellor George Osborne announced cuts to government budgets worth 11.5 billion pounds in the 2015/16 fiscal year, his deputy Danny Alexander detailed the Conservative-led coalition's infrastructure plans.

Alexander described them as "the most comprehensive, ambitious and long-lasting capital investment plans this country has ever known."

Alexander announced 28 billion pounds would be spent by the government on improving roads from 2014 to 2020 and it would support 30 billion pounds in rail investments.

He also announced a multi-billion pound guarantee designed to help build a new nuclear power station at Hinkley Point and details of energy prices that the government will guarantee for offshore wind power developers.

The overall plan, worth a total of 100 billion pounds, put some flesh on the bones of 300 billion pounds in capital spending commitments set out until 2020.

The announcement did not amount to a new injection of cash as the government battles to eliminate a large budget deficit.

The Conservative party is seeking to set out its stall for the 2015 general election which is likely to be won or lost on how well the economy is performing. Thursday's announcement aimed to draw in private sector cash by instilling confidence in the government's commitment to infrastructure.

The opposition Labour party, which has previously urged more short-term spending to revive the economy but has been wary about committing itself to increased borrowing, kept up its criticism of the government for doing too little on investment.

"When is the government going to pull its finger out and actually start to build some of these things?" said Chris Leslie, a Labour lawmaker and a party spokesman for economic issues.

Student loans: Despite new proposals in Congress, no fix as deadline looms

Interest rates on some subsidized student loans could double on July 1. A bipartisan Senate group and a sextet of Senate liberals both put forward proposals Thursday, but a deal is elusive.

This is despite a flurry of proposals, including at least two on Thursday alone. Nevertheless, Congress is set to break for 10 days away from Washington without a fix, meaning students looking to finance their college education will be uneasily waiting for Congress to get its act together before the fall semester.

But so far, there?s little prospect of compromise even when lawmakers return after the Independence Day recess. Congressional Democrats, for example, are posturing that they won?t bend to a bipartisan proposal that would stabilize rates now but could lead to higher rates in the future.

?Students around this country would rather have no deal than a bad deal,? said Sen. Jack Reed (D) of Rhode Island, a sponsor of the main Democratic proposal to fix student-loan rates.

The clash on the Hill illuminates a deep policy divide between the two parties with heavy political overtones.

In May, House Republicans passed a measure that, like President Obama?s budget proposal, calls for a long-term student-loan fix that pegs interest rates to the cost that the federal government incurs to borrow money.

In general, House Republicans and a bipartisan Senate group want to solve the student-loan problem once and for all ? and solve it now.

This bipartisan Senate group consists of three Republicans and two Democrats, and they offered a student-loan compromise on Thursday: It would affect all federal student loans, pegging subsidized and unsubsidized undergraduate student-loan rates to the 10-year treasury note, plus 1.85 percent, and adding 3.4 percent for graduate loans and 4.4 percent for additional ?PLUS? loans.

Interest rates would, unlike the House proposal, stay fixed for the life of each loan and could be consolidated at 8.25 percent when a student leaves higher education.

The five senators backing this proposal are among the most exasperated with the Senate?s current state of deliberation ? patching many programs year after year without solving problems. (The student-loan issue has been punted down the field each of the past two years.)

?We?re notorious for not fixing anything. We?re notorious for kicking the can down the road,? said Sen. Joe Manchin (D) of West Virginia on Thursday. ?We?ve said, enough is enough.?

Such a fix would be ?the only thing that?s certain up here,? said Sen. Tom Coburn (R) of Oklahoma, ?other than chaos.?

This bipartisan proposal appears to hold appeal for the GOP-held House. Rep. John Kline (R) of Minnesota, the chair of the Education and the Workforce Committee and shepherd of the student-loan bill that the House passed last month, stayed engaged with the bipartisan group?s talks and was ?encouraged? by the final product, according to a spokesman.

But Senate Democrats, among them some of the body?s leading liberals, want a one-year extension of current rates because they see student loans as an integral piece of a bigger problem: the skyrocketing cost of higher education and the crushing student-loan burden those costs have impressed on young people.

A one-year fix, they reason, would pave the way for student loans to be reconsidered along with the forthcoming reauthorization of the Higher Education Act in the fall.

As such, a sextet of liberals unveiled their own, one-year fix on Thursday. It would keep subsidized student loans (40 percent of all federal loans) at 3.4 percent for the coming year and offset the cost by changing tax rules on some retirement accounts ? something sure to rile up Republicans. (The proposal would do nothing to lower the other 60 percent of loans, which are reduced in the bipartisan proposal, compared with current interest rates.)

Democrats feel they?ll be able to pressure their Republican counterparts to come around to a short-term fix, coupled with the promise of long-term reform, for reasons of both policy and politics. First, the bipartisan proposal, they say, will make things more expensive for students in the long run.

Sen. Tom Harkin (D) of Iowa called the bipartisan proposal a ?classic bait and switch,? pointing out that the Congressional Budget Office forecasts that under this proposal, all three classes of federal student loans would rise above 6.8 percent by 2016 ? the level to which subsidized rates would double without a fix.

Also, while votes on similar bills from both sides failed earlier in June, Democrats feel that they?ll eventually corner the GOP politically into a one-year extension of loan rates because conservatives will eventually bend on a high-profile pocketbook issue.

?This is a reasonable proposal that last year, in an election year, the Republicans went for,? said Sen. Elizabeth Warren (D) of Massachusetts.

But even some in the Democrats? own caucus just can?t stand the thought of kicking the can one more time.

?It?s another delay,? said Sen. Angus King (I) of Maine, who caucuses with the Democrats and who is a co-sponsor of the bipartisan loan package. ?What will we know in a year that we don?t know now? So let?s solve the problem.?

During the week of the NFL?s Rookie Symposium, where life lessons are taught to the incoming class of rookies, there hasn?t been a shortage of conversation.

But the conversation keeps coming back to one guy, Aaron Hernandez.

Troy Vincent, the NFL?s senior vice president of player engagement, said it?s a topic that?s impossible to avoid.

?You know, there?s this pink elephant in the room .?.?. the Hernandez situation,? Vincent told players, via Rick Maese of the Washington Post. ?The media has every right to ask you a question about that situation. And you have every right not to engage in that conversation. It is what it is. ?

As part of the opening session for NFC rookies Wednesday night, a group of second-year players were on hand to tell the new guys about the transition. But the topic of Hernandez was never far away.

NKorea likely to get cold shoulder at Asia forum

(AP) ? The upcoming regional security summit in this tiny Southeast Asian sultanate is the sort of venue where North Korea has often managed to open up sideline discussions with Seoul and Washington. This time, while there will be plenty of talk about Pyongyang, there is little chance of substantive talk with it.

North Korea has sought negotiations with the U.S. and South Korea but has ignored their demands that it first honor prior commitments to move toward nuclear disarmament. At high-level diplomatic talks beginning this weekend, it can expect the cold shoulder from those countries and others frustrated by Pyongyang's insistence on developing nuclear weapons.

After a December long-range rocket launch, a February nuclear test and weeks of threats to launch nuclear strikes against South Korea and the United States, North Korea earlier this month made a surprise offer for separate talks with its rivals. Government delegates from the two Koreas met and agreed to hold senior-level talks on non-nuclear issues, but the agreement collapsed because of a protocol dispute. The United States responded coolly to Pyongyang's appeal for direct negotiations, which some analysts view as a familiar effort to win aid in return for ratcheting down tensions.

"While it is certainly preferable for North Korea to pursue diplomatic rather than missile or nuclear tests, all of North Korea's neighbors by now are well aware of North Korea's history of diplomatic initiatives as just another tool through which North Korea has sought to consolidate gains following periods in which North Korean brinkmanship has driven political tensions to high levels," Scott Snyder, a Korea specialist at the Council on Foreign Relations think tank, wrote in a blog post.

He added that agreeing to hold talks with the North "and come back to the table as though nothing has changed since the last six-party talks were held in 2008 would imply acceptance" of Pyongyang's rocket launches and nuclear tests.

Whether Washington and its allies ignore Pyongyang's diplomats or not, North Korea's atomic aspirations will top the agenda in talks surrounding the 27-country Association of Southeast Asian Nations Regional Forum, which takes place Tuesday in the Bruneian capital of Bandar Seri Begawan.

U.S. Secretary of State John Kerry and his counterparts from South Korea, China and Japan will attend the forum and could hold private meetings that touch on Pyongyang. North Korea is expected to send its longtime foreign minister, 80-year-old Pak Ui Chun, to the meeting, according to South Korea's Foreign Ministry.

Because the ASEAN forum gathers diplomats from all six countries involved in long-stalled nuclear disarmament negotiations ? the United States, China, Russia, Japan and the two Koreas ? it has previously provided a chance to use informal, sideline talks to break stalemates over the nuclear issue.

In 2011, top nuclear envoys from the two Koreas met on the sidelines of the forum in Bali, Indonesia, and agreed to work toward a resumption of the dormant six-nation talks, though the negotiations remained stalled. The Koreas' foreign ministers held sideline talks in 2000, 2004, 2005 and 2007, and top diplomats from Pyongyang and Washington also met privately in 2004 and 2008.

North Korea will likely seek similar talks in Brunei, but South Korean Foreign Ministry spokesman Cho Tai-young told reporters Tuesday that officials from Seoul aren't considering meeting the North Korean foreign minister on the sidelines. In Washington, State Department spokesman Patrick Ventrell said Monday that he knew of no discussions planned between Kerry and Pak in Brunei, and that such talks would be "fairly unusual."

Analysts said North Korea appears to be repeating its pattern of following aggressive rhetoric with diplomatic efforts to get outside aid and concessions.

Chang Yong Seok, an analyst at the Institute for Peace and Unification Studies at Seoul National University, said Pyongyang must do something to show it's refraining from continuing nuclear activities, such as announcing some disarmament steps, if it wants to have talks.

Despite its recent bid for diplomacy, North Korea has raised renewed worries about a nuclear program that outsiders estimate to include a handful of crude nuclear bombs. Pyongyang followed up its February nuclear test, its third since 2006, with an announcement that it planned to restore all its atomic bomb fuel producing facilities. The February test drew widespread international condemnation and tightened U.N. sanctions, which subsequently led the North to issue a torrent of warlike threats and sharply raise tensions on the divided peninsula.

Recent satellite photos show signs of new tunnel work at North Korea's underground nuclear test site, the U.S.-Korea Institute at Johns Hopkins School of Advanced International Studies said in an analysis Tuesday. The analysis said it doesn't appear to indicate another atomic blast is imminent but suggests the country has continued to work on its nuclear weapons program even as tensions eased.

Other issues expected to draw keen media attention in Brunei include South China Sea territorial disputes and relations between the U.S. and China, the world's two biggest economies.

China has territorial disputes with the Philippines, Vietnam, Taiwan, Brunei and Malaysia over the South China Sea and its potentially oil- and gas-rich islands. Several claimants want group discussions to create a legally binding "code of conduct" to prevent clashes in the sea, but China prefers one-on-one negotiations.

Southeast Asian countries believe that "having bilateral negotiations with a strong guy would be a losing game," said Bae Geung-chan, a professor at the state-run Korea National Diplomatic Academy in Seoul.

Analysts say China and the U.S. probably won't have sensitive talks in Brunei that could change their relations. Their leaders recently held an unusually lengthy informal summit in California, during which both countries expressed optimism that the closer personal ties forged between the leaders could stem the mistrust between the world powers.

During the summit, President Barack Obama and his Chinese counterpart, Xi Jinping, were in broad agreement over the need for North Korea to abandon its nuclear weapons, according to U.S. officials.
