Republicans bail on budget talks, blame Democrats (AP)

WASHINGTON ? Republicans pulled out of debt-reduction talks led by Vice President Joe Biden with a flourish on Thursday, blaming Democrats for demanding tax increases as part of a deal rather than accepting more than $1 trillion in cuts to Medicare and other government programs.

"Let me be clear: Tax hikes are off the table," said House Speaker John Boehner, R-Ohio.

Boehner spoke shortly after the House GOP second-in-command, Majority Leader Eric Cantor, announced he would not attend a planned negotiating session and said it is "time for President Obama to speak clearly and resolve the tax issue."

White House spokesman Jay Carney quickly obliged, while announcing that the talks were "in abeyance." He said Obama supports a "balanced approach" to debt reduction.

"I would point that the president supports a balanced approach," Carney said. "He does not support an approach that provides for a $200,000 tax cut for millionaires and billionaires paid for by a $6,000 a year hike in expenses and costs for seniors."

Numerous officials have said in recent days that Obama and Boehner would soon take a more public role in the negotiations, as time grows short for confronting politically vexing questions over taxes and Medicare and other benefit programs.

As a result, it appeared that the day's events marked an eruption of political maneuvering rather than a blow-up that would jeopardize the success of negotiations.

"The goal of these talks was to report our findings back to our respective leaders," Biden said in a statement. "The next phase is in the hands of those leaders, who need to determine the scope of an agreement that can tackle the problem and attract bipartisan support. For now the talks are in abeyance as we await that guidance."

In general, the negotiations are aimed at producing legislation to cut future deficits while simultaneously lifting the $14.3 trillion limit on Treasury borrowing.

Treasury Secretary Tim Geithner has said that without an increase in the debt limit by Aug. 2, the United States faces a first-ever default, with potentially catastrophic consequences for the economy.

Carney told reporters that Boehner had met unannounced with Obama at the White House Wednesday evening. The meeting was at the president's initiative, and the first known encounter between the two men since their widely publicized round of golf last weekend.

Nor was it likely Democrats were taken by surprise by the day's events, since Cantor informed Biden of his plans before making any public announcement.

Adding to the intrigue, one GOP leadership aide said Cantor did not inform Boehner of his plan to withdraw from the talks until shortly before he did so. Nor was Cantor aware of Boehner's trip to the White House the evening before, this aide said.

For his part, Cantor said the secretive Biden-led talks had "established a blueprint" for agreement on significant cuts in spending, but had reached an impasse because of the Democratic demand for taxes.

Sen. Jon Kyl of Arizona, the other Republican participant, also said he would not attend the scheduled session, and Senate Republican leader Mitch McConnell spoke in unusually biting terms of Democratic demands for new government spending as part of a debt-reduction deal.

"What planet are they on?" McConnell wondered aloud.

While accepting a need to raise the debt limit, Boehner has said that deficit cuts must exceed the size of any increase in borrowing authority ? a position that neither Obama nor any other Democrat has challenged.

The president and Biden were meeting with House Democratic leaders at the White House when Cantor made his announcement.

One of the Democratic negotiators, Rep. Chris Van Hollen of Maryland, said at a news conference that Republicans "are playing with fire and really putting the very fragile economy at greater threat by playing the games that we've been seeing."

In several weeks of talks, Biden and congressional negotiators had largely completed a review of the federal budget, focusing at first on areas where the two sides were amenable to cuts.

They quickly identified higher pension contributions for federal employees as one area of savings, and cuts in farm programs and student loan subsidies as others. Additional items include a federal auction of parts of the spectrum and the sale of surplus federal property. Discretionary programs, which bore the brunt of an earlier agreement to cut spending by $38 billion, would be ticketed for additional cuts.

Other steps had been discussed to rein in future government spending automatically if deficit targets were not reached.

But in recent days, officials said, the two sides were increasingly at an impasse, with Democrats demanding higher taxes to accompany spending cuts, while Republicans ruled out tax hikes and pushed for deeper cuts in benefit programs.

The conflicts long predate the current negotiations.

Republicans long ago branded themselves as the party of lower taxes, while Democrats, looking to the 2012 elections, are already campaigning hard against a new Republican plan to turn Medicare into a system of private insurance coverage beginning with anyone currently under 55 years of age.

Privately, Republicans bristle at the suggestion that taxes be traded off for Medicare. They argue that official reports make it clear that without significant changes, the Medicare program is financially unsustainable.

Yet polls show that while there is general support for spending cuts, there is opposition to benefit cuts in Medicare.

The imperative to cut spending has gained impetus since Republicans won control of the House last fall, benefiting hugely from tea party activists demanding a smaller and less intrusive government.

In addition, sputtering recovery from the worst recession in decades and stubbornly high unemployment have helped form a bipartisan agreement that long-avoided steps are needed to reduce federal red ink.

The Congressional Budget Office warned on Wednesday that unless steps are taken to rein in deficits, the country risks a "sudden fiscal crisis," with investors losing faith in the U.S. government's ability to manage its fiscal affairs.

Govt pledges long-term help to Afghanistan (AFP)

KABUL (AFP) ? Foreign Secretary William Hague pledged Wednesday that his country would be a "friend for the long-term" to Afghanistan as the US was poised to announce troop withdrawals.

Hague was on a joint three-day visit to Afghanistan with his counterpart from the United Arab Emirates, Sheikh Abdullah bin Zayed al-Nahyan.

Britain is the second-largest contributor of foreign troops in Afghanistan, with some 9,500, mainly in the south.

Prime Minister David Cameron has said it is set to withdraw 450 by the end of this year but Hague did not comment on when Britain would unveil any further withdrawals.

"By 2015, we will not have troops here in a combat role or anything like their present numbers but we will be a friend for the long-term with our expertise, our economic cooperation and development aid," he told a news conference in Kabul.

All foreign combat troops are due to leave the country by the end of 2014.

Asked about talks with the Taliban after the US confirmed Sunday it was in very early stage contact with the insurgents, Hague said that while "contacts do take place," he could not give further details.

Hague and his UAE counterpart met President Hamid Karzai and Foreign Minister Zalmai Rassoul while in Kabul to discuss issues including "Afghan efforts on the political process including reconciliation," a Foreign Office statement said.

The UAE only has 35 troops in Afghanistan but it has hosted regional talks on the situation in Afghanistan.

The two ministers also earlier visited Lashkar Gah in the restive southern province of Helmand.

Britain is in charge of the provincial reconstruction team in Lashkar Gah, one of seven areas in the first wave to transition to Afghan control from July as limited troop withdrawals start.

US President Barack Obama, whose country provides the bulk of the foreign force in Afghanistan, was expected to announce the withdrawal of 10,000 US troops by the end of the year, according to a senior official.

Economic Cost Of US Weather May Total $485 Billion ... - We News It

Everything has its price, even the weather. New research indicates that routine weather events such as rain and cooler-than-average days can add up to an annual economic impact of as much as $485 billion in the United States.

The study, led by the National Center for Atmospheric Research (NCAR), found that finance, manufacturing, agriculture, and every other sector of the economy is sensitive to changes in the weather. The impacts can be felt in every state.

?It?s clear that our economy isn?t weatherproof,? says NCAR economist Jeffrey Lazo, the lead author. ?Even routine changes in the weather can add up to substantial impacts on the U.S. economy.?

This is the first study to apply quantitative economic analysis to estimate the weather sensitivity of the entire U.S. economy. The research could help policymakers determine whether it is worthwhile to invest in enhanced forecasts and other strategies that could better protect economic activity from weather impacts.

The authors caution that the study should be viewed as an initial estimate, which they plan to refine in subsequent research. Lazo and his colleagues did not calculate additional costs associated with extreme weather events, such as this year?s tornado outbreaks, since data on extreme events were not available for the time period covered by their economic model. Nor did they evaluate the possible impacts of climate change, which is expected to lead to more flooding, heat waves, and other costly weather events.

Still, the study concludes that the influence of routine weather variations on the economy is as much as 3.4 percent of U.S. gross domestic product.

The study, with co-authors from the University of Colorado Boulder, Lawrence Berkeley National Laboratory, and Stratus Consulting, is being published in this month?s issue of the Bulletin of the American Meteorological Society. The research was supported by the National Science Foundation, which is NCAR?s sponsor, and by the National Oceanic and Atmospheric Administration.

??All sectors, all regions??

Weather can affect both demand and supply of various sectors, with complex and sometimes countervailing influences on the overall economy. A snowstorm, for example, may disrupt air travel and drive up heating costs while boosting subsequent attendance at ski resorts. A prolonged dry spell can affect supplies of crops while enabling construction projects to remain on schedule.

Previous studies looked at weather influences on particular economic sectors or produced subjective estimates of overall weather impacts. In contrast, Lazo and his colleagues combined historical economic data with economic modeling techniques to produce a detailed analysis of the U.S. economy?s sensitivity to temperature and precipitation.

The results indicate that the mining and agriculture sectors are particularly sensitive. Routine variations in weather may take a toll on the mining economy of 14 percent each year, perhaps because of changing demand for oil, gas, and coal. Agriculture ranked second at 12 percent, conceivably because of the many crops that are affected by temperature and precipitation.

Other sensitive sectors include manufacturing (8 percent); finance, insurance, and retail (8 percent); and utilities (7 percent). In contrast, wholesale trade (2 percent); retail trade (2 percent); and services (3 percent) were found to be least sensitive.

The study also concluded that the economy of every state is sensitive to the weather. Although the state-level findings were more subject to error than national findings, the study indicated that New York was most sensitive (a 13.5 percent impact on the gross state product) and Tennessee was least sensitive (2.5 percent). However, sensitivity to weather variation did not seem to follow a particular geographic pattern, and Lazo says more research will be needed to determine why the economies of certain states are more affected by weather variations.

?A key point here is that when aggregated across all 11 sectors, no one part of the country appears significantly more weather sensitive than another region in relative terms,? the authors wrote.

The United States as a whole is less sensitive than individual states because economic production can shift from one region to another, according to the study.

??Putting the pieces together??

Lazo and his colleagues drew on 70 years of weather records through 2008 from across the contiguous United States. They focused on variations in temperature (heating-degree days and cooling-degree days that denote temperatures above or below 65 degrees), total precipitation, and deviation from average precipitation. They also studied economic indicators for major economic sectors over 24 years, the period for which detailed state-level data were available and consistent for major economic sectors.

They then conducted a regression analysis, a statistical technique for comparing multiple variables, to examine the impacts of weather on 11 nongovernmental sectors of the economy in every state. The team constructed a computer model in which other key variables?labor, capital, and energy?were held constant based on a five-year average.

The researchers produced the estimated range of $485 billion in potential economic impacts by applying their weather sensitivity findings of 3.4 percent to the 2008 U.S. gross domestic product of $14.4 trillion. As the economy grows, costs of weather variability can be expected to increase accordingly.

Boeing initially launched its stretched 747 as a freighter aircraft about a year ago, with its Intercontinental passenger version taking to the wings for the first time as recently as in March this year.

The "dash-eight", as they call the plane, flew straight into an order-flurry that saw it clock up some $5.4bn (£3.3bn) worth of deals at list price during the first day of the Paris air show.

With 17 fresh orders for the 747-8 Intercontinental, Boeing has pulled in 50 firm and five conditional orders for the passenger version, in addition to some 70 orders for the 747-8 windowless freighter.

According to Boeing Commercial Airplanes chief executive Jim Albaugh, the orders "demonstrate the market's need for an airplane of its size and range" - a statement that in itself demonstrates a sharp change in the sentiment of the Seattle-based aerospace giant.

During recent years, when the Airbus A380 has been milking its status as the world's largest passenger plane for all its worth, Boeing has been pooh-poohing its European rival's insistence that giant hub-to-hub planes are what airlines want.

Though almost just as enormous, the latest jumbo jet from Boeing has failed to whip up the sort of frenzy that the A380 has been generating.

Sure, the Boeing is actually a longer aircraft, but it is also just a reversion of an ageing model.

Airbus is eager to stress how its A380 is a showcase of modern technologies and insist the 747-8 is, to all intents and purposes, just an old plane that has been stretched.

On the ground, sheltered from the rain by the 747-8's vast wings, Boeing Commercial Airplanes' marketing chief Randy Tinseth hits back.

"This is a relatively small market in terms of units," he says, predicting a market for some 820 "large airplanes" over the next 20 years. "But it is big in terms of investment."

Boeing has invested some $27bn in the "dash-eight", hence Mr Tinseth insists it has "essentially created an all-new airplane that can compete with another all-new airplane, the A380".

The 747-8 shares its engine technology with the 787 Dreamliner, making it quieter, cleaner and less thirsty than rival aircraft, Boeing insists.

"The 747-8 Intercontinental is more than 10% lighter per seat than the Airbus A380 and consumes 11% less fuel per passenger," Boeing says in a statement.

"That translates into a trip-cost reduction of 21%, and a seat-mile cost reduction of more than 6% compared to the A380."

Airbus would dismiss such claims, of course, and counters that the "dash-eight" is already late to the market.

In addition, given the string of delays Boeing has had with its high-profile 787 Dreamliner project, there are good reasons to doubt the US firm's promise to deliver "dash-eights" to customers by year-end.

But if the A380 could have dominated the skies above Le Bourget during this week's show, with the rival 747-8 merely landing or taking off, it has failed to do so.

After an accidental clipping of a wing during parking on Sunday, the A380 has been grounded, leaving the two rivals competing on an even keel here at the Paris show.

This year's Paris Air Show takes place at Le Bourget exhibition centre on the outskirts of Paris from 20 to 26 June 2011.

Athens, Greece (CNN) -- Greek lawmakers began a critical debate Tuesday on whether to back Prime Minister George Papandreou as he tries to push through unpopular budget cuts to get a new international bailout.

Papandreou named new ministers Friday after weeks of protests. His party clings to a wafer-thin majority in Parliament.

On Sunday, international lenders held out the hope of a second bailout but demanded that Greece stick with tough austerity measures and raise billions of euros by selling off state assets.

Airports, highways and state-owned companies as well as banks, real estate and gaming licenses will all go on the auction block.

Greece has to raise 50 billion euros ($71 billion) through privatization by 2015, Eurogroup members said. It also has to push through tough budget-cutting measures, they said, despite widespread protests that forced the government reshuffle last week.

The Greek debt crisis has raised fears for the euro. A default on its debts by Greece, or other struggling nations such as Portugal or Ireland, could adversely affect the world economy.

European and American stocks were up slightly Tuesday afternoon as the Greek debate began. A vote is expected before the end of Tuesday.

Acknowledging the anger in the streets, European Commission President Jose Manuel Barroso said the moves would bring "hardships" but were "long overdue."

"If there were an easier route out of the crisis, we would have taken it. But there is not," Barroso said in a written statement after meeting with Papandreou. "The only way for Greece to return to growth and create jobs in a sustainable way is to restore competitiveness and put its public finances on a solid footing."

Barroso said the "crucial vote" will be at the end of June when lawmakers are slated to vote on the privatization plan and further tax increases, pension cuts and layoffs of public workers.

"These choices are not easy, but nor are the problems that need to be addressed," he said. "Now is not the time to falter."

Harsh reforms designed to help reduce Greece's enormous budget deficit have so far led to tax hikes and public-sector job losses alongside already record-high unemployment. Papandreou faces opposition from within his own ruling socialists over the austerity measures needed to secure an additional bailout package.

Anti-government protests turned violent last Wednesday as demonstrators threw gasoline bombs at the Finance Ministry and police fired tear gas at protesters, police said. But over the weekend, Papandreou told lawmakers, "The government must stop spending more than it takes in."

After meeting with Papandreou, European Council President Herman Van Rompuy expressed his "strong support" for the Greek prime minister's economic reforms and said he had underlined the need for further efforts. But Van Rompuy noted that "national consensus" was needed for the package to succeed, "given the length, magnitude and nature of required reforms."

There are fears that efforts to restructure Greece's debt could send shock waves through Europe's banking sector and spark investor panic similar to that in the 2008 collapse of Lehman Brothers, the U.S.-based global investment bank.

On June 9, the Cabinet approved a tough five-year plan for 2011-15 and introduced a bill in Parliament to put austerity measures into effect. The government proposes reducing the public-sector workforce by 150,000; workers will also face changes in working hours, practices and wages, and the plan also sets out changes to social benefits, including pensions and unemployment aid.

According to the Finance Ministry, these measures will help achieve 28.3 billion euros ($40.5 billion) in cuts from 2012 to 2015, and shrink Greece's public deficit to less than 3% of gross domestic product, in accordance with the European Union target.

The government has said the passage of these additional measures is essential to Greece's securing the fifth portion of the original 110 billion-euro ($158 billion) bailout package that Greece signed with the EU and the International Monetary Fund last year to prevent the country from defaulting on its debts.

Apple iPad replacing paper charts for American Airlines

3 months after the The Federal Aviation Administration granted preliminary approval for the use of iPads in airplane cockpits, and 1 month following the news that Alaska Airlines would replace paper flight manuals with the iPad, American Airlines has announced they too will begin using the iPad in the cockpit.

The Allied Pilots Association (APA), has revealed that American Airlines has begun final testing of Apple iPad tablet computers equipped with electronic-charting functionality.

First Officer Hank Putek, a member of the APA Safety Committee:

?Last year American Airlines became the first carrier authorized by the Federal Aviation Administration to use iPads as electronic flight bags for pilots.? American Airlines has now become the first to deploy iPads with an electronic-charting solution.?

?By eliminating bulky flight bags filled with paper, EFBs mean less weight for pilots to carry, reducing the possibility of injury on duty.? In addition, they enable pilots to immediately download updates, rather than waiting for paper versions of required documents to be printed and distributed.?

Use of the Apple iPad will provide lower paper printing and distribution expenses, and reduced fuel consumption due to the weight of the device (1.5 lbs.) replacing paper flight manuals easily weighing 35 pounds or more.

Under the law, police can seize email communication logs of suspects from Internet service providers, among other information.

The action, which has met with opposition from privacy and free speech advocates, brings Japan a step closer to concluding the Convention on Cybercrime, a Europe-led effort.

The convention is the first international treaty to combat crimes committed via the Internet and other computer networks. Japan has signed the treaty but must pass relevant domestic laws to conclude it.

Under Japan's new law, people who create or distribute a computer virus with no justifiable reason face prison terms up to three years or fines up to 500,000 yen (6,200 dollars).

Those who deliberately store a computer virus face up to two years in prison or fines up to 300,000 yen.

Japanese police agencies had long pushed for such a law, but past bills failed amid strong criticism from privacy and freedom-of-speech advocates who have warned of excessive police powers.

The text of the law says that "in view of the realities of cyber crime associated with the advancement of information processing ... it is necessary to develop the necessary regulations".

Because of concerns the law could violate the privacy of communications guaranteed under the Japanese constitution, it includes a resolution that urges authorities to apply the law appropriately.

Athletics: Canada?s best 400-metre runner crosses finish line

EDMONTON ? Tyler Christopher, Canada?s fastest ever 400-metre runner, has retired from track and field.

The 27-year-old Edmonton-based sprinter established himself as one of the best in his event when he finished a surprising third at the world championships in Athletics in Helsinki, Finland, in 2005. His time that day, 44.44 seconds, remains the Canadian outdoor record.

He also won the world indoor 400-metre title in 2008 and represented Canada at the Summer Olympics in Beijing that same year. Disappointingly, he did not advance out of the heats in Beijing.

Christopher had not competed since the national championships in 2009.

?I stopped because it?s a business. It was a business for me and when the business isn?t performing very well or doing much of a profit, then you shut it down,? Christopher said. ?It was just time.

?I went back and forth a lot of times with the decision and I?m happy with it.?

For the past two years, Christopher has been running his own landscaping business in Edmonton.

In 2007, Christopher won a silver medal at the Pan American Games in Rio de Janeiro, Brazil, in a controversial race. Convinced he had false started, Christopher trotted to a near standstill out of the starting blocks, only to watch his competitors zoom past, leaving him behind.

Christopher bolted from dead last to overtake every runner but the winner, Chris Brown of Bahamas. He then booted a lane marker, pushed an official aside as he left the track, stormed through the interview area and complained about the shoddy start.

His passion crossed the line that night, but his burst of speed was extraordinary, a display of the talent that, under coach Kevin Tyler, Christopher harnessed to become one of the top sprinters in the world.

For a time, Christopher was among the contenders for the podium in every race he entered, a considerable feat in an event dominated by American sprinters, and U.S. star Jeremy Wariner, in particular.

?Tyler had many great races and was among the top six in the world from 2005 to 2008, challenging the best in the world in every outing,? said Alex Gardiner, Athletics Canada?s Olympic program head coach. ?On every national team he was a part of, Tyler?s exuberant confidence spilled over to his teammates.

?For six hard years, he trained and competed all over the world in an event considered by most as the ultimate test in pain threshold. We?re going to miss his style, his bravado and the flash of his smile as he crossed the finish line.?

Christopher will be honoured next Saturday as part of Athletics Canada?s awards & Hall of Fame induction banquet in Calgary, site of the 2011 Canadian track and field championships from June 22-25.

A four-time Canadian 400-metre champion, Christopher retires as the Canadian record holder in the indoor and outdoor 400 metres, the indoor 300 metres and as a member of the 4x200-metre relay team.

In 2005, Christopher was named Athletics Canada?s recipient of both the Jack Davies Trophy as the outstanding overall athlete and the Phil Edwards Trophy as the top athlete in track events.

UN rights chief urges justice for Syria abuses (AP)

GENEVA ? The U.N.'s top human rights official has called for a full investigation of alleged abuses carried out by Syrian authorities against anti-government protesters.

The U.N. High Commissioner for Human Rights, Navi Pillay, says her office has received reliable reports that up to 10,000 people have been detained and over 1,100 have been killed, most of them unarmed civilians.

Pillay said in a statement to the Geneva-based U.N. Human Rights Council on Wednesday that "among those detained, human rights defenders, political activists, and journalists were particularly targeted."

She says her office "has received information indicating that Syrian security forces have perpetrated acts of torture and other cruel and inhuman treatment ... resulting in deaths in custody in some cases."

I have seen the future of air travel, and it will be (to use scientific jargon) freakin' awesome. Aircraft manufacturer Airbus today released its report on what air travel may be like in 2050. And all I can say is hold on to your hat, Cap'n Sully, because it is going to be one way cool ride.

Among the innovations in the Concept Cabin predicted by the Airbus visionaries are various "zones" where passengers can work, play, or relax in settings that are utterly un-plane-like. A "vitalizing zone" features antioxidant-enriched air, mood lighting, and aromatherapy treatments. In the "interactive zone" you can play holographic golf with friends on the ground or in other planes. Got work to do? Head for the "smart-tech zone," where seats change shapes to fit each individual and collect a passenger's body heat to power holographic multimedia "pop-up pods." But wait a minute. That's not even the best of it. The airplane of 2050 will have an "intelligent cabin membrane" that can become transparent to provide what Airbus describes as "open panoramic views." At last, one of my great desires in life?ever since I read Wonder Woman comics as a kid?may come true: invisible airplanes.

UK Navy chief see hard choices looming on Libya (AP)

LONDON ? European military leaders say they will struggle to maintain operations in Libya if the mission drags on until the end of the year.

Britain's naval chief Admiral Mark Stanhope said he was comfortable with NATO's decision to extend the Libya operation to the end of September. Beyond that, he said, the government would need to make "challenging decisions."

"If we do it longer than six months we will have to reprioritize forces," he said.

Even as Britain's chief of defense staff, Gen. David Richards, insisted Tuesday that Britain can continue operation in Libya as long as they need to, another senior NATO official said that if the alliance's intervention in Libya's civil war continues, the issue of resources will become "critical."

Gen. Stephane Abrial, Supreme Allied Commander Transformation, told reporters during a NATO conference in Serbia that "at this stage the forces engaged do have the means necessary to conduct the operation."

But he noted that "if the operation were to last long, of course, the resource issue will become critical."

"If additional resources are needed, this of course will need a political decision," he said.

The comments come amid concerns about mounting costs for the Libya campaign ? and its lack of a clear endgame. Britain has a destroyer, a minehunter, an assault ship with four Apache helicopter jets, and a submarine engaged off the coast of Libya.

"The British military planned for a six month campaign, but had believed the actual mission would be much quicker," said Shashank Joshi, an associated fellow at the Royal United Services Institute, a London-based defense think tank.

"The campaign has been more intense than they anticipated. It's gone from setting up a no fly zone to all out attacks."

Last week, U.S. Defense Secretary Robert Gates offered an unusual public rebuke to the United States' European allies, saying NATO's shaky operations in Libya exposed the alliance's shortcomings and opened the "real possibility of collective military irrelevance." Gates called on members to look at new ways of raising combat capabilities in procurement, training and logistics.

Joshi suggested that if operations carried on into the autumn, Britain would have to redeploy more attack helicopters and some fixed wing aircraft from Afghanistan to Libya.

Britain is carrying out steep spending cuts intended to cut the country's budget deficit. The aircraft carrier HMS Ark Royal and its Harrier jump jets were scrapped ? a decision that has made it more difficult for Britain to operate in the Libyan mission.

Had the Ark Royal remained in place, the Harrier jets could have been deployed in 20 minutes, rather than the 90 minutes taken to send Tornado and Typhoon aircraft from a base in Italy?

But Defense Secretary Liam Fox said Britain had shown it had the resources to play its part in the NATO operation.

Fox said in a statement that Britain's leading role in the Libya operation showed it remained a "leading military power."

Syria calls on refugees in Turkey to return (AP)

BOYNUYOGUN, Turkey ? Syria's government is calling for the return of thousands of refugees who fled to Turkey to escape violence in a northern town.

Syrian Information Minister Adnan Mahmoud says security, electricity, water and communications have now been restored in Jisr al-Shughour and the area is now safe.

Some 8,000 Syrians have sought refuge in camps in neighboring Turkey following a military crackdown that authorities said was to snuff out "armed terrorists" in the region.

Mahmoud said following a Cabinet meeting late Tuesday that the government tasked the Syrian Red Crescent Society with coordinating with Turkish authorities to guarantee the return of refugees.

BOYNUYOGUN, Turkey (AP) ? Syrian tanks and the government's most loyal troops pushed into more towns and villages Tuesday, trying to snuff out any chance that the uprising against President Bashar Assad could gain a base for a wider armed rebellion.

Facing the most serious threat to his family's 40-year ruling dynasty, Assad has abandoned most pretenses of reform as his military seals off strategic areas in the north and east ? including the town of Jisr al-Shughour, which was spinning out of government control before the military moved in on Sunday.

"The (Syrian forces) damage homes and buildings, kill even animals, set trees and farmlands on fire," said Mohammad Hesnawi, 26. He fled Jisr al-Shughour over the weekend and spoke to The Associated Press from this border area of Turkey, where some 8,000 Syrians are seeking refuge in camps.

Pro-democracy activists, citing witnesses, said the military also surrounded al-Boukamal, along the Iraqi border, an area that was a major smuggling route for insurgents and weapons into Iraq in the 2000s. Syrian officials have expressed concern over a reverse flow of arms into Syria, and in March security forces seized a large quantity of weapons hidden in a truck coming from Iraq.

Activists say more than 1,400 Syrians have died and some 10,000 have been detained in the government crackdown since the popular uprising began in mid-March, inspired by the revolutions in Tunisia and Egypt.

Assad initially responded with vague promises of reform, but the increasingly deadly government crackdown has only added fuel to the movement. Thousands of protesters across the country now vow to continue until Assad leaves power.

There is no sign of that, however. The crackdown has obliterated a view held by many in Syria and abroad of Assad as a reformer at heart, one constrained by members of his late father's old guard who were fighting change, especially privileged members of the Assads' minority Alawite sect.

An offshoot of Shiite Islam, the Alawites represent about 11 percent of Syria's population, which is overwhelmingly Sunni Muslim. The sect's longtime dominance has bred resentments, which Assad has worked to tamp down by pushing a strictly secular identity in Syria.

But Assad is now relying heavily on his Alawite power base to crush the resistance, particularly amid rumors that Sunni army conscripts have been refusing to fire on civilians.

The president and commander-in-chief's latest military moves in the north and east are being carried out by his most trusted forces ? many of them Alawites whose fate is linked to the regime's. The bloody new push, against civilians who took up arms and reportedly military mutineers, was clearly designed to keep the opposition from establishing a base, as happened in Libya, where rebels trying to overthrow Moammar Gadhafi took over Benghazi.

In Washington, State Department spokesman Mark Toner said the U.S. condemns the "barbaric acts" in Syria. In a statement, Secretary of State Hillary Rodham Clinton accused Iran of assisting its ally Syria in the opposition crackdown.

She didn't detail such assistance, but Syrian human rights activist Ammar Qurabi, at a Paris news conference, claimed the Iranians have sent guns and electric batons to Syrian authorities, and Iranian computer experts were in Damascus hacking into activists' email and Facebook accounts.

For its part, Tehran on Tuesday warned the U.S. against any military intervention in Syria. "This would be a mistake and an engagement in a scene which can bring dire consequences for the region," Iranian Foreign Ministry spokesman Ramin Mehmanparast told reporters.

Washington and its allies have shown little appetite, however, for intervening in yet another Arab nation in turmoil, as NATO has done in Libya. There is real concern that Assad's ouster would spread chaos around the region.

Assad has had to juggle many factors in the Syrian political landscape: its sizable minority populations; a majority Sunni population drawn in part to Muslim fundamentalism; an influential military, and alliances with such external Shiite forces as Iran and Lebanon's Hezbollah.

The government crackdown has brought intense international condemnation and sanctions on Syrian figures including Assad, a soft-spoken, British-trained eye doctor who told the Wall Street Journal in January his country was immune to the unrest sweeping the Arab world because he is in tune with his people's needs.

Now an international pariah, Assad will struggle to regain a semblance of legitimacy if he manages to quell a revolt spreading quickly across the country and to a wider cross-section of society.

On Tuesday, activists said about 2,000 doctors, pharmacists, lawyers and engineers protesting in the central city of Hama called for the regime's downfall ? a significant shift in a movement that so far appears dominated by the young, poor and disenfranchised.

For the most part, the opposition has yet to bring out the middle and upper middle classes in Damascus and Aleppo, Syria's two key cities. The monied classes have been Assad supporters, preferring a heavy-handed regime to instability.

If that support unravels, Assad's dictatorship could begin to wobble, 11 years after he inherited power from his father, the late Hafez Assad, who ruled with an iron hand for three decades.

It was impossible to independently confirm the crowd estimate of the Hama protest, made by the Local Coordination Committees in Syria, a group that documents the anti-regime movement.

Only sketchy reports are emerging from Syria, since foreign journalists have been expelled and local reporters face tight controls. Most witnesses inside the country speak on condition of anonymity, fearing retribution from the government.

Refugees in Turkey offer a grim picture of what they left behind, but the Turkish government has largely prevented access to the camps. Turkey's prime minister has accused Assad's regime of "savagery," but also said he would reach out to the Syrian leader to help solve the crisis.

Neil Sammonds of Amnesty International appealed to Turkey to allow access to the camps. But he stressed that inside Syria, thousands are still desperate for help.

"They're living under trees, exposed to the elements," he said. "Last night was a terrible storm - rain, thunder, lightning and all the rest of it. And that's women, elderly, children, who have been walking for days from the Jisr-Al-Shugour area. No one is helping them until now."

Many seemed to be helping themselves. Male refugees emerging from Syria on Tuesday could be seen carrying bread, water and milk for children, as well as diapers, to distraught families just across the border in Turkey.
